Strategic islands get new leadership amid India’s ambitious infrastructure push
New Delhi: The Centre has appointed former Uttar Pradesh Deputy Chief Minister and BJP Rajya Sabha MP Dr Dinesh Sharma as the new Lieutenant Governor of the Andaman and Nicobar Islands, bringing a new administrative leadership to the strategically significant Union Territory at a time when the government is pursuing an ambitious infrastructure and maritime development agenda in the islands.
The appointment was announced by Rashtrapati Bhavan on September 5, with Sharma set to assume office from the date he takes charge. He will succeed Admiral D K Joshi (Retd.), who has served as Lieutenant Governor since October 2017.
Sharma's elevation comes against the backdrop of the Centre's focus on strengthening the Andaman and Nicobar Islands as a strategic maritime, logistics and economic hub. A key component of this agenda is the Great Nicobar Project, an integrated development initiative envisaging an International Container Transshipment Terminal at Galathea Bay, a greenfield international airport, a gas-and-solar power facility and an associated township and area-development programme.
The project has been conceived as a major intervention in India's maritime infrastructure architecture, leveraging Great Nicobar's proximity to the East-West international shipping route. The proposed transshipment terminal is planned with a capacity of 14.2 million TEUs while the airport is designed to handle up to 4,000 peak-hour passengers. The integrated development plan also includes a 450 MVA gas-and-solar power plant and a planned township.
Sharma's appointment therefore assumes significance from an administrative coordination and project-execution perspective with the UT administration expected to remain a critical institutional interface among the Centre, implementing agencies, infrastructure developers and regulatory authorities.
The Great Nicobar initiative involves multiple layers of statutory compliance, environmental safeguards, infrastructure planning and inter-agency coordination. Government documents state that the project has been subjected to environmental and forest scrutiny, with monitoring mechanisms envisaged for biodiversity, pollution control and the welfare of the Shompen and Nicobarese communities.
An overarching committee headed by the Chief Secretary of the Andaman and Nicobar Administration has also been constituted to coordinate implementation of environmental and CRZ conditions.
The project is being implemented in phases, with the first phase scheduled for 2025-35, followed by subsequent phases extending to 2047. The phased approach is intended to facilitate calibrated infrastructure creation while allowing statutory, environmental and social safeguards to be incorporated into project implementation.
The proposed development has both economic and strategic dimensions. According to the Centre, the Galathea Bay terminal is expected to reduce India's dependence on overseas transshipment hubs such as Colombo, Singapore and Port Klang, while strengthening maritime connectivity and India's strategic footprint in the Andaman Sea.
Sharma, 62, brings experience across municipal administration, state government and parliamentary affairs. He previously served as Mayor of Lucknow and as Deputy Chief Minister of Uttar Pradesh, handling portfolios including higher and secondary education, science and technology, and electronics and information technology. He entered the Rajya Sabha in 2023 and also served as its Vice-Chairperson.
Following his appointment, Sharma described the new assignment as a constitutional responsibility and a commitment to public service. He expressed gratitude to President Droupadi Murmu, Prime Minister Narendra Modi, Union Home Minister Amit Shah and the BJP's central leadership.
The change at the top of the Union Territory administration comes at a consequential juncture for the islands, where infrastructure expansion, maritime security, environmental stewardship and indigenous-community concerns have to be pursued through a carefully calibrated governance framework.
With the Great Nicobar project positioned as a major component of India's wider maritime, logistics and strategic infrastructure strategy, the new Lieutenant Governor will inherit the task of ensuring effective institutional coordination, regulatory compliance and implementation discipline across a complex multi-agency development landscape.
