Former Jammu and Kashmir Director General of Police R.R. Swain has been appointed Chairman of the Odisha Uniformed Services Staff Selection Commission (OUSSSC). A 1991-batch IPS officer of the Odisha cadre, Swain retired as J&K Police chief in 2024.

Srinagar: The Odisha government has given a major responsibility to former Director General of Police (DGP) Jammu and Kashmir, Rashmi Ranjan Swain. He has been appointed the Chairman of the Odisha Uniformed Services Staff Selection Commission. With this appointment, Swain becomes the first Chairman of the Commission.
Swain is a 1991 batch Indian Police Service (IPS) officer belonging to the Odisha cadre. He retired as the Chief of Police of Jammu and Kashmir Police in 2024.
Rashmi Ranjan Swain is originally from Rourkela. During his long police career, he held several important positions and played a key role in strengthening the security system.
During his service in Jammu and Kashmir, he served as Senior Superintendent of Police (SSP) in several districts, including Jammu, Srinagar, Leh, Poonch, and Ramban.
During his career, Swain held several important responsibilities. He also served in the Vigilance Organization of Jammu and Kashmir and later served as Special Director General of the Criminal Investigation Department.
During this period, he took several steps to strengthen law and order and make the crime investigation system more effective.
Swan is also known for his anti-terrorism operations in Jammu and Kashmir. During his tenure, he led several important operations to curb terrorist activities and dismantle terrorist financing networks.
By coordinating with security agencies, he handled several sensitive cases and contributed to maintaining peace and order in the state.
