New Delhi: The Centre has appointed 1995-batch AGMUT cadre IAS officer Dr Sajjan Singh Yadav as the new Chief Secretary of Jammu and Kashmir, according to an official order issued by the Ministry of Home Affairs on October 24, 2026.
Yadav has been transferred from Delhi to the Union Territory, with his appointment scheduled to take effect from November 1 or the date he assumes charge, whichever is later. The administrative reshuffle places a senior civil servant in the top bureaucratic position in Jammu and Kashmir.
The Ministry of Home Affairs issued the appointment order on Saturday, October 24, with the approval of the competent authority. The order, numbered 15041/07/2023.UTS.I, was signed by Anish Muraleedharan, Director in the Ministry of Home Affairs.
According to the order, Dr Sajjan Singh Yadav, an Indian Administrative Service officer belonging to the 1995 batch of the AGMUT cadre, has been transferred from Delhi and posted as Chief Secretary of Jammu and Kashmir.
The appointment will formally take effect from November 1, 2026, or from the date Yadav joins the post, whichever is later. This means the effective date will depend on when he formally assumes charge if his joining takes place after the scheduled date.
Dr Sajjan Singh Yadav is a senior IAS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territories (AGMUT) cadre. The cadre covers several Union Territories and states, with officers assigned to different administrations as part of the Centre’s administrative deployment framework.
His transfer from Delhi to Jammu and Kashmir is part of the Centre’s exercise of administrative authority over the AGMUT cadre. As Chief Secretary, he will occupy the Union Territory’s highest-ranking bureaucratic position, coordinating the civil administration and working with the elected government, where applicable, and other constitutional and administrative authorities.
The Chief Secretary’s office plays a key role in interdepartmental coordination, implementation of government policies, monitoring development programmes and ensuring the smooth functioning of the administrative machinery.
The Ministry of Home Affairs has circulated copies of the order to the Chief Secretaries of Delhi and Jammu and Kashmir, along with other administrations covered under the AGMUT cadre. A copy has also been forwarded to the Secretary to the Lieutenant Governor of Jammu and Kashmir. The circulation of the order formally communicates the transfer and posting to the concerned administrative authorities and facilitates the necessary transition process.
The Chief Secretary serves as the principal coordinating officer of the Union Territory’s civil administration. The office is central to policy implementation, departmental oversight, administrative decision-making and coordination between government departments and public authorities.
Yadav’s appointment will take effect under the terms specified in the MHA order. Further details about the transition of responsibilities or any immediate administrative priorities have not been specified in the information available regarding the appointment.
The development marks a significant senior-level bureaucratic posting in Jammu and Kashmir, with the Centre’s order setting November 1, 2026, as the scheduled start date, subject to the date of joining.
