Srinagar: The Jammu and Kashmir government on Wednesday ordered a major administrative reshuffle, transferring and posting 49 IAS and J&KAS officers across key departments and districts with immediate effect.
The reshuffle, ordered through Government Order No. 1612-JK(GAD) of 2026 issued by the General Administration Department on October 7, includes several significant changes in senior administration, health, tourism, information technology, district administration and municipal bodies.
Among the key appointments, Rahul Yadav, IAS, has been transferred from the J&K Power Development Corporation and posted as Administrative Secretary, Information Technology Department. He will continue to hold additional charge as Managing Director of J&K Power Development Corporation Limited.
Vikas Kundal, IAS, has been appointed Divisional Commissioner, Jammu, after being transferred from the chairmanship of the J&K Services Selection Board. He will also hold additional charge as Additional CEO of the Jammu Metropolitan Regional Development Authority.
Meanwhile, Majid Khalil Ahmad Drabu, IAS, has been transferred from Commissioner of Enquiries and posted as Inspector General of Registration, J&K.
In another important appointment, Mamta Yadav, IAS, who was awaiting posting orders in the General Administration Department, has been appointed Director, Information, J&K.
R Alice Vaz, IAS, has been appointed Commissioner/Secretary, Transport Department, while also holding additional charge of Civil Aviation and continuing as Administrative Secretary, Information Department.
Shaleen Kabra, IAS, Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been given additional charge of Administrative Secretary, Revenue Department, relieving Kumar Rajeev Ranjan of the responsibility.
Dr Ashish Chandra Verma, IAS, has been transferred and posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.
M Raju, IAS, has been relieved of the additional charge of Health and Medical Education Department and assigned additional charge of Hospitality and Protocol Department as well as Disaster Management, Relief, Rehabilitation and Reconstruction.
Saugat Biswas, IAS, has been posted as Commissioner/Secretary, Health and Medical Education Department, while Sarmad Hafeez, IAS, has been appointed Commissioner/Secretary, Youth Services and Sports Department.
The reshuffle also brings significant changes at the district level.
Dr Devansh Yadav, IAS, has been appointed Deputy Commissioner, Rajouri, after being transferred from the Jammu Municipal Corporation.
Minga Sherpa, IAS, has been posted as Deputy Commissioner, Jammu, after being transferred from Udhampur.
Abhishek Sharma, IAS, has been appointed Deputy Commissioner, Kupwara, while Dr Rupesh Kumar, IAS, has been posted as Deputy Commissioner, Samba.
Jatin Kishore, IAS, has been transferred from Ganderbal and appointed Deputy Commissioner, Budgam. Shreya Singhal, IAS, will take charge as Deputy Commissioner, Ganderbal.
Ananth Dwivedi, IAS, has been posted as Deputy Commissioner, Udhampur.
Basharat Qayoom, IAS, has been transferred from Deputy Commissioner, Pulwama, and appointed Commissioner, Srinagar Municipal Corporation. He will also hold additional charge as CEO of the SPV for Srinagar City under the Smart City Project.
Athar Aamir Ul Shafi Khan, IAS, has been transferred from Deputy Commissioner, Budgam, and posted as Managing Director, National Health Mission, J&K.
Ayushi Sudan, IAS, has been appointed Commissioner, Jammu Municipal Corporation, after being transferred from Deputy Commissioner, Samba. She will also hold additional charge as CEO of the Jammu City SPV and Mission Director, Swachh Bharat Mission (Urban).
Health, Tourism And Development Departments Also See Changes
Rakesh Minhas, IAS, has been appointed CEO of the State Health Agency, J&K, with additional charge as Managing Director of the Ayushman Bharat Digital Health Mission.
Akriti Sagar, IAS, has been appointed Managing Director, J&K Tourism Development Corporation, with additional charge as CEO of the J&K Economic Reconstruction Agency.
Dr Sagar Doifode Dattatray, IAS, has been posted as Administrative Secretary, Social Welfare Department.
Avny Lavasa, IAS, has been appointed Secretary, Tourism Department, while continuing as Administrative Secretary, Tribal Affairs Department.
In a significant South Kashmir appointment, Mahima Madan, IAS, has been transferred from Additional Deputy Commissioner, Kathua, and posted as Additional District Development Commissioner, Anantnag.
Vikas Ahlawat, IAS, presently Additional Deputy Commissioner, Anantnag, has been transferred and posted as Labour Commissioner, J&K.
The government has also appointed Kuldeep Krishan Sidha, JKAS, as Deputy Commissioner, Pulwama, while Charandeep Singh, JKAS, has been transferred from Labour Commissioner and posted as Deputy Commissioner, Shopian.
Several Jammu and Kashmir Administrative Service officers have also been transferred.
Rakesh Kumar, JKAS, has been transferred from Additional Deputy Commissioner, Reasi, and posted as Special Secretary, Lok Bhawan.
Sachin Jamwal, JKAS, has been appointed Additional Deputy Commissioner, Kathua, while Sushil Kesar, JKAS, has been posted as Additional Deputy Commissioner, Reasi.
Irfan Bahadur, JKAS, has been posted as Assistant Commissioner (Revenue), Budgam.
Afroza Bano, JKAS, has been transferred and directed to await further posting orders in the General Administration Department.
The Jammu and Kashmir government said the transfers and postings have been ordered in the interest of administration and will take effect immediately.
With changes spanning senior secretariat positions, key departments, divisional administration and several districts, the reshuffle marks one of the major administrative reorganisations in Jammu and Kashmir this year.
