The case was registered based on a complaint filed by a registered contractor associated with the Postal Department. According to the complaint, the contractor carried out civil works through his proprietary firm in several districts, including Kanpur Dehat, Varanasi, Akbarpur, Balrampur and Prayagraj.
The complainant alleged that pending payments of nearly Rs 40 lakh related to completed contractual works had not been released. When he approached the Executive Engineer regarding the pending dues, the official allegedly demanded a bribe of Rs 3 lakh for processing and clearing the bills.
The complaint further stated that the accused had already forced the contractor to pay Rs 90,000 earlier and allegedly threatened to block the release of payments if the remaining amount was not paid.
Acting on the complaint, the CBI laid a trap on June 4 and allegedly caught the accused red-handed while accepting Rs 1.5 lakh as bribe from the complainant.
