Dmitry Medvedev, Deputy Chairman of Russia’s Security Council, while issuing the statement said that such a scenario would make Germany a “full-fledged participant” in the Ukraine conflict.

“If there is information that German military specialists are taking part in the launch of long-range missiles at Russian territory, any decision on retaliatory actions can be made. It is within the competence of the Supreme Commander-in-Chief,” Medvedev said Wednesday.

He went further, characterising Germany’s alleged role as not merely logistical or supportive, but as direct engagement in warfare. “This isn’t just about arms deliveries. It’s full-scale participation in the conflict, not some hybrid involvement,” he claimed.

Medvedev also invoked charged historical rhetoric, alleging that Germany was repeating its past by siding against Russia once again. “That means Germany is once again an enemy of Russia, once again taking part in a war – this time driven by the same Nazi ideology it once created,” he said, controversially linking contemporary German politics to its WWII-era legacy.

While Berlin has not responded directly to Medvedev’s remarks, the comments mark a sharp escalation in Russia’s messaging as tensions rise over Western military aid to Ukraine – particularly discussions over the potential use of long-range weapons inside Russian territory.

Medvedev reiterated that if evidence emerges of German soldiers’ operational involvement, “any response measure could be considered”, underscoring that such decisions fall exclusively under President Vladimir Putin’s authority as Supreme Commander-in-Chief. (With inputs from agencies)
