Washington: The United States has announced a new visa restriction policy targeting foreign nationals accused of supporting groups described by Washington as “far-left terrorist” or aligned organisations.

US Secretary of State Marco Rubio said the measures would apply to individuals who finance, recruit for, incite or provide assistance to groups involved in politically motivated violence.

The restrictions are being implemented under Section 212(a)(3)(C) of the Immigration and Nationality Act, which allows US authorities to deny entry to foreign nationals whose presence may have serious foreign policy consequences.

Who Could Be Affected?

The US State Department has not issued a public list of organisations covered under the policy.

According to the official announcement, the restrictions may apply to members and supporters of groups accused of involvement in terrorism, violent criminal activity, economic sabotage, recruitment, financing, logistical assistance or the coordination of violent networks.

This means the policy is currently defined more by the alleged conduct of individuals and organisations than by a publicly identified list of banned groups.

Why Has the Policy Been Introduced?

The announcement follows a State Department meeting on the resurgence of political terrorism, attended by representatives from 67 countries.

Rubio said governments have a responsibility to protect their citizens and argued that counterterrorism policies have not given enough attention to violence linked by US officials to far-left extremist groups.

The State Department said such groups may use organised networks, intimidation, bombings, sabotage and other violent methods to influence political outcomes.

Questions Remain Over Implementation

While the US administration has presented the move as a national security measure, the absence of a publicly available list has raised questions about how the policy will be enforced.
