Ground reality check of waste management challenges in Jammu Kashmir villages
Baramulla: A sanitation issue in parts of Wagoora has sparked concern among residents after locals alleged that a waste segregation shed built to improve village cleanliness has failed to serve its purpose. Residents of Darwa and Wagila villages claim garbage is accumulating outside the facility, creating an unhygienic environment and increasing concerns over public health and safety.
The issue has brought renewed focus on waste management challenges in rural Jammu and Kashmir, where residents say proper collection, segregation and disposal mechanisms remain a major challenge.
With garbage reportedly spreading around the facility, locals have questioned why a dedicated waste management structure is not functioning effectively despite growing cleanliness concerns.
According to residents, the waste segregation shed was developed as part of village-level solid waste management efforts aimed at reducing open dumping and improving sanitation standards.
However, locals allege that the facility remains inaccessible and waste disposal systems are not operating regularly, forcing garbage to be thrown in open areas around the shed. Residents say the accumulation of waste has affected the surroundings and created inconvenience for people living nearby.
They have also raised concerns about the increasing presence of stray dogs around garbage piles, saying the situation could create risks for pedestrians, school-going children and daily commuters.
Residents have urged the Block Development Office (BDO) Wagoora and other concerned departments to conduct an inspection of the site and take corrective measures. They have demanded regular cleaning schedules, proper waste transportation and effective monitoring of sanitation facilities.
Locals believe that a waste segregation centre can only achieve its objective when authorities ensure regular maintenance and residents follow responsible waste disposal practices.
Waste segregation sheds are part of broader solid waste management initiatives implemented through rural development agencies and local Panchayati Raj institutions. The objective of these facilities is to promote waste separation, recycling, scientific disposal and cleaner village environments.
However, residents say the success of such projects depends on proper functioning, manpower availability, regular monitoring and coordination between local authorities and communities. The Baramulla issue has highlighted the gap between infrastructure creation and ground-level implementation.
Meanwhile, another sanitation concern has emerged from Kanlibagh colony in Baramulla town, where residents have raised objections over alleged dumping of municipal waste inside a residential area.
Locals claim that an abandoned house belonging to a Kashmiri migrant family is being used as an unofficial garbage collection point. Residents allege that waste accumulation at the location has resulted in foul smell, unhygienic surroundings and an increase in stray dog activity.

People living near the dumping spot say the garbage problem has created difficulties for residents, particularly children, women and elderly people who frequently use nearby roads.
Locals have demanded that authorities immediately clear the waste, stop dumping at unofficial locations and identify a proper waste disposal system. They have also appealed to district authorities and senior administration officials to intervene and address the sanitation concerns.
The controversy has raised larger questions about the effectiveness of cleanliness drives and waste management programmes at the local level. Residents argue that building waste facilities alone is not enough unless regular operations, accountability and monitoring mechanisms are ensured.
The focus now remains on whether authorities take action to restore the functioning of the waste management system and prevent the issue from turning into a larger environmental and public health challenge.
