New Delhi: Cockroach Janata Party (CJP) founder Abhijeet Dipke was on Saturday granted conditional bail by a Special Executive Magistrate (SEM) in Delhi and directed to execute a bond before his release, following his preventive arrest ahead of a planned protest in the national capital. He is expected to be released shortly.
The SEM court at Mandir Marg directed the CJP founder to furnish a peace bond of Rs 50,000 and comply with the conditions of the bond, including maintaining peace for one year.
Dipke was detained by Delhi Police on October 16 as he attempted to proceed towards Central Park in Connaught Place for a proposed Tricolour march. The demonstration was linked to the CJP’s demand for the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the revision of electoral rolls.
According to police, Dipke was taken into preventive custody under Sections 126 and 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). While Section 126 provides for requiring a person to execute a bond to maintain peace, Section 170 empowers police to make preventive arrests to avert the commission of a cognisable offence.
Police alleged that Dipke had been served two notices directing him not to visit Central Park but had failed to comply with the directions. The authorities were also expected to contend before the magistrate that he had violated the conditions of a peace bond furnished following an earlier detention.
Dipke had previously been detained along with CJP co-convenors Saurav Das and Ashutosh Ranka on October 10, ahead of another planned demonstration. The three leaders were subsequently released after furnishing bonds of ₹50,000 each and undertaking to maintain peace and good behaviour for one year.
The latest preventive action came amid heightened security arrangements across Delhi to prevent the proposed march from proceeding. Police deployed personnel at several locations and detained protesters as part of measures to maintain public order.
The CJP had alleged that Dipke was taken to an undisclosed location following his detention and claimed that its members were unable to contact him. The party also raised concerns over his alleged inability to speak to lawyers.
Separately, All India Students' Association president Neha Bora, who was detained alongside Dipke ahead of the proposed protest, was released after police completed the necessary formalities.
The developments unfolded against the backdrop of continuing protests targeting the Election Commission and demands for accountability over the Special Intensive Revision of electoral rolls.
The CJP has maintained that its agitation is directed at alleged electoral irregularities, while police have cited public-order concerns to justify preventive measures. Dipke’s release is subject to compliance with the conditions imposed by the magistrate and completion of the requisite bond formalities.
