Delhi Construction Ban 2026: 6-Week Shutdown Announced to Curb Winter Pollution, AI Cameras to Track Violations

New Delhi: In a major step to tackle the annual winter air pollution crisis, the Delhi government has announced a complete ban on construction activities for six weeks during the peak pollution period. The ban will remain in effect from December 10, 2026, to January 20, 2027, Chief Minister Rekha Gupta said on Friday.

The decision aims to control dust pollution, one of the major contributors to Delhi-NCR’s deteriorating air quality during the winter months.

Construction Activities to Remain Suspended

Announcing the measure, Chief Minister Rekha Gupta said that all construction work in Delhi would be prohibited during the specified period. She urged citizens to report any violations to authorities.

“Construction will be completely banned from 10 December to 20 January. If you spot any violation, inform MCD, your MLA, or me directly,” Gupta said in a post on social media platform X.

The government will closely monitor construction sites, especially those spread over 500 square metres, through the Delhi government’s Dust Portal and AI-enabled surveillance cameras.

AI Cameras, Dust Portal to Monitor Sites

To ensure strict implementation, the Delhi government will use technology-based monitoring systems. Construction and demolition sites will be tracked through:

• AI-enabled cameras
• GIS mapping
• PM10 and PM2.5 pollution sensors
• Live 360-degree PTZ cameras
• Real-time pollution alerts

The system will generate alerts based on pollution levels. Officials will receive notifications through the government’s Control and Command Centre, after which warnings, notices and penalties may be issued against violators.

Action After GRAP Violations

CM Rekha Gupta said that during the previous winter season, some construction activities continued despite restrictions under the Graded Response Action Plan (GRAP).

She alleged that certain projects were carried out secretly behind covers to avoid detection, prompting the government to introduce stricter monitoring this year.

“Last time, even under GRAP, some construction continued behind covers,” Gupta said.

Delhi Prepares for Winter Pollution Challenge

Delhi-NCR witnesses a sharp decline in air quality during winter due to unfavourable weather conditions, vehicle emissions, dust from construction activities and other pollution sources.

The upgraded Dust Portal 2.0, launched by the Delhi government, is designed to improve enforcement by providing real-time data on construction sites and identifying pollution hotspots.

Authorities will use the platform to monitor compliance, issue digital notices and ensure that pollution control guidelines are followed.

Strict Action Against Violators

The Delhi government has warned that violations of the construction ban could invite strict action. Officials will continue surveillance through digital monitoring systems and field inspections to ensure compliance.

With winter approaching, authorities are aiming to reduce dust emissions and improve Delhi’s air quality through preventive measures rather than emergency action after pollution levels rise.
