New Delhi: Dr PK Mishra, Principal Secretary to the Prime Minister, underlined that in a fast-changing world, governance must remain aligned with evolving needs and expectations, guided by the spirit of “Naagrik Devo Bhava” (Citizens are Supreme). 

Dr Mishra was speaking at the inauguration of 'Karmayogi Sadhana Saptah' at the Dr Ambedkar International Centre in Delhi.

Rule-based to role-based

Dr Mishra told officials that modern governance requires new capabilities to effectively respond to technological disruption, climate change, and global uncertainties.

Highlighting the need for modern skills in public service, Dr Mishra said governance has moved from a rule-based approach to a role-based system, where competencies, behaviour, and service orientation are central. He spoke at the inauguration of Karmayogi Sadhana Saptah 2026, a week long national learning initiative for civil servants.

Continuous Learning Is Essential

Dr Mishra emphasized that continuous learning is essential for fostering innovation and strengthening the capacity to adapt to emerging challenges. “Continuous learning strengthens innovation”, he said.

Mission Karmayogi

The week long program, from 2 April to 8 marks five years of "Mission Karmayogi". Conceived as a nationwide capacity building effort the Sadhana Saptah brings together Ministries, States, and Civil Services Training Institutions under a shared framework to build a future-ready governance ecosystem. 

Key Initiatives Launched

Several initiatives were launched during the inaugural session:

Karmayogi Geet: Inspiring selfless service and integrity

Karmayogi Kshamata Connect: Empowering frontline personnel via iGOT in regional languages

Karmayogi Kartavya Karyakram: Behavioral training program promoting Seva Bhav for 1.3 crore officials

Trust-Based Peer Assessment Framework: Linking learning with real world application

AI-Powered Amrit Gyaan Kosh: Case based learning tools like Case Study Analyzer and CaseConnect

Dr PK Mishra highlights Dholera Expressway potential towards smart industrial infrastructure

These programs aim to strengthen last mile delivery, improve accountability, and ensure training translates into tangible governance outcomes. Towards a Citizen Centric, Future Ready Civil Service Celebrating five years of Mission Karmayogi, Sādhana Saptah builds on the foundation of competency driven governance.

By integrating knowledge, skills, behavior, and attitude, the initiative aims to create a responsive, skilled, and citizen focused civil service ready to achieve the vision of Viksit Bharat 2047.
