New Delhi: With just two days left for the Monsoon Session to conclude, the government may not fancy the idea of bringing contentious bills on delimitation and regulation of foreign contributions amid intense oppositon from various quaters.
Given the 17th day wash out of the Parliament today, the NDA government is holding a strategy session this evening to take stock of the present stalemate and decide next course of action in order to counter the Opposition.
The Opposition protests have repeatedly disrupted proceedings in both the Houses since the Session began on July 20. Despite the disruptions, the government has managed to push through legislative business without any debate with just voice vote. Till today, in both the Houses, the Question Hour has not been held for the full duration.
Indications are that the delimitation bill has been put on the back burner, at least for this session. Sources said the government managers had indicated to the Opposition that they were willing to send the Foreign Contribution Regulation (amendment) Bill, 2026 to a Joint Parliamentary Committee (JPC).
Government sources also indicated readiness to change some provisions of the Bill based on Opposition suggestions. However, the Opposition rejected the idea, demanding that the entire Bill be withdrawn, calling the "draconian" amendments a threat not just to Christians but to the entire civil society.
On the other hand, some of the NDA MPs are stating that they have mustered the two-thirds majority required to pass the constitutional amendment delimitation bill, and did not rule out brining in the bills during the special session of the Parliament.
One Cabinet Minister said that the contentious FCRA Bill, including retrospective provisions and attachment of properties, have recourse. The retrospective element applies if an institution continues operations after the licence is cancelled, and attachment of properties comes into play only after four rounds of appeal.
