NGT declares asbestos-cement sheets safe; Says no proven health hazard

New Delhi: In a major decision for the country's construction sector, the National Green Tribunal (NGT) has refused to impose a complete ban on asbestos-cement sheets.

The tribunal stated that no concrete scientific evidence has yet been found to prove that the general use of asbestos-cement sheets poses any risk to public health. The decision was delivered in the case of Dr. Raja Singh vs. Union of India.

The decision is based on a detailed investigation report by a multidisciplinary expert committee constituted by the Ministry of Environment, Forest and Climate Change (MoEF&CC). The committee concluded that asbestos-cement sheets used in schools or other educational institutions did not pose any health hazard.

The report stated that diseases like asbestosis can only occur in workers exposed to high concentrations of asbestos dust for a prolonged period.

Expert Opinion and Technical Aspects
According to experts, the asbestos fibers in asbestos-cement sheets are firmly encased within the cement, making them durable, stable, and non-friable. The committee found that the levels of asbestos fibers in the air during normal use remain well below the permissible limit.

It also recommended that safety standards be followed during the installation or removal of sheets to minimize any risks.

NGT Decision and Guidelines
The NGT stated that an indiscriminate ban on the use of asbestos-cement products would not be appropriate as it could impact affordable and sustainable housing development in rural India. The tribunal stated that safe use can be ensured by scientific regulation and setting standards.

The ministry was also directed to review scientific evidence and global best practices and formulate a policy within six months. It has been asked to include detailed guidelines for construction, maintenance, removal, and waste management.

Industry Reaction
The construction industry has welcomed the NGT's decision. Industry organizations said the decision reaffirms science-based regulation and responsible manufacturing.

They noted that asbestos-cement sheets have proven safe and durable for decades and play a vital role in India's affordable housing schemes. The industry reiterated its commitment to environmental standards and worker safety and called for increased awareness on safe use and waste disposal.
