New Delhi: The Padma Awards given by the Government of India are one of the highest civilian honors of the country. This award is given to those who have done outstanding work in diverse fields like art, literature, science, social service, medicine, business, sports, and education.

Padma Awards are given in three categories:

1. Padma Vibhushan—for extraordinary and distinguished service

2. Padma Bhushan—for distinguished service of high order

3. Padma Shri—for notable service

How many maximum awards can be given in a year?

According to the official website of the Union Home Ministry, padmaawards.gov.in, the maximum number of Padma Awards each year has been fixed at 120. However, this number does not include posthumous awards, non-resident Indians (NRIs), foreign nationals, and Overseas Citizens of Indian Origin (OCI). That is, if more than 2 awards are given in these categories in a year, they are not counted in the number of 120. This limit has been set to ensure the quality of the awards and fairness of selection.

No discrimination in eligibility

Any person can be nominated for Padma Awards, irrespective of his caste, religion, sex, occupation, or state. The government policy is based on the principle of 'no discrimination, only distinction.' However, serving government servants, doctors, and scientists are generally not eligible for these awards unless they are in active service or unless they have done some extraordinary work.

Transparency in the selection process

The selection process for Padma Awards has now become completely transparent. Through the online portal (padmaawards.gov.in) launched in 2016, any person can nominate himself or someone else. Every year the Prime Minister constitutes a selection committee, which includes the Cabinet Secretary, Home Secretary, President's Secretary, and 4-6 eminent persons. This committee reviews the nominations received and makes recommendations, which are announced on the eve of Republic Day after the approval of the Prime Minister and the President.

Special recognition to NRIs and foreign nationals

Although NRIs, foreigners, and OCI citizens are not included in the annual quota of Padma awards, they can be given separate Padma awards for their association and contribution to India. Such awards strengthen India's soft power globally and recognize the contribution of NRIs.

The purpose of these awards is not only to honor people but also to make them a source of inspiration for the society. Often such unsung heroes are chosen, who stay away from big platforms and are engaged in serving the society.
