New Delhi: Election Commission of India (ECI) on Wednesday issued a detailed clarification amid the ongoing debate over the Special Intensive Revision (SIR) process, stating that internal notes, observations and suggestions are part of the standard decision-making procedure.

The poll body said that as a multi-member constitutional institution under Article 324 of the Constitution, it follows established procedures where members can share views, technical inputs and suggestions before final decisions are taken.
In its press note, the Election Commission said that internal discussions and differing opinions help strengthen transparency, legal compliance and operational checks within the institution.
The ECI clarified that suggestions or observations made by commissioners during the draft stage are aimed at improving electoral processes and protecting voter rights.
According to the Commission, such discussions do not indicate disagreement but are a regular part of institutional functioning.
Addressing reports highlighting internal notes over a period of 10 months, the Election Commission said focusing only on selected observations presents an incomplete picture.
The poll body stated that in the past year it has introduced around 40 new initiatives, carried out electoral reforms and conducted electoral roll revision exercises, including SIR, with approval from the full Commission.
The ECI added that all official orders, administrative directions and decisions follow legal procedures under the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023.
The Commission also pointed to its recent election-related work, including conducting polls and related exercises in states such as Bihar, Kerala, Tamil Nadu, Puducherry, Assam and West Bengal.
It said these exercises involved extensive administrative coordination, approvals and instructions issued by the Commission.
On concerns related to electoral software and voter data, the Election Commission said its digital platforms, including ECINet, operate under strict security protocols.
The poll body stated that cybersecurity checks, audits and access controls are standard practices to prevent unauthorised changes or manipulation.
It added that Electoral Registration Officers (EROs) and District Election Officers (DEOs) continue to function according to statutory powers provided under election laws.
The Election Commission said it remains committed to carrying out its constitutional responsibilities with transparency and integrity.
The clarification came amid a political debate over the SIR process, with Opposition leaders raising questions about electoral roll revisions, while the EC maintained that its procedures follow constitutional and legal frameworks.
