New Delhi: Prime Minister Narendra Modi is likely to conduct the second edition of the two-day Chintan Shivir in October, where Union Ministers will review the performance of their ministries and discuss strategies to improve governance, policy execution and delivery of public services.
According to government sources, the exact dates of the high-level meeting are yet to be finalised. The meeting is aimed at creating a focused and time-bound action plan for achieving the vision of Viksit Bharat 2047 and strengthening coordination between ministries.
The second round of discussions comes after the first Chintan Shivir held on September 23 and 24, where Union ministers were divided into four groups of around 17 to 18 members each for detailed discussions with the Prime Minister.
During the first Chintan Shivir, ministers were asked to present the work carried out by their respective ministries and identify areas where improvements were needed.
The discussions focused on three major areas — improving government policies, ensuring better implementation of schemes and enhancing the experience of citizens accessing government services.
The exercise was designed to move beyond routine reviews and encourage ministries to analyse their performance, identify challenges and develop practical solutions for faster delivery of welfare programmes.
Government sources said the Prime Minister stressed the importance of expanding the reach of government schemes and ensuring that more eligible beneficiaries are connected with welfare initiatives.
One of the key themes discussed during the first meeting was increasing outreach among women and youth and identifying new groups that could benefit from government programmes.
The discussions also included initiatives related to recognising the role of women in agriculture and strengthening their participation in development programmes.
Ministers were encouraged to explore ways to improve communication with citizens and ensure that government schemes reach people who are eligible but remain outside their coverage.
The focus on beneficiary outreach reflects the government’s emphasis on last-mile delivery and effective implementation of welfare schemes.
The upcoming Chintan Shivir is also expected to examine government schemes and programmes that have not achieved their expected outcomes or have seen limited participation.
According to sources, ministries may review such initiatives and identify reasons behind gaps in implementation. The matters could later be placed before the Prime Minister’s Office for further evaluation and decisions.
The review process is expected to help the government restructure programmes, improve efficiency and ensure better utilisation of resources.
The Chintan Shivir is part of the government’s broader governance strategy linked with the Viksit Bharat 2047 vision, which aims to transform India into a developed nation by the 100th year of independence.
The meetings provide a platform for ministers to discuss long-term policy planning, inter-ministerial coordination and innovative approaches to public administration.
The government believes that stronger coordination among departments and improved service delivery will play a key role in achieving long-term development goals.
