New Delhi: India’s Ambassador to the United States Vinay Mohan Kwatra has addressed the controversy surrounding the Foreign Contribution (Regulation) Amendment Bill, 2026, dismissing what he called “myths” around the proposed changes.

In a series of posts on X, Kwatra said the legislation is aimed at improving transparency, strengthening governance and creating clearer rules for organisations receiving foreign contributions.

His comments come amid a wider debate over the impact of the FCRA amendments on civil society organisations and foreign-funded activities in India.

‘Law does not stop foreign donations’: Kwatra

Clarifying concerns over the bill, Kwatra said the legislation does not prohibit Indian organisations from receiving foreign contributions or target law-abiding civil society groups.

“The fact is that the law does not forbid Indians from receiving foreign donations or shut down law-abiding civil society,” Kwatra said in his post.

He added that thousands of associations registered under the FCRA continue to receive foreign funds for areas including healthcare, education, disaster relief, research and humanitarian initiatives.

Focus on accountability and clearer regulations

The ambassador highlighted that the proposed changes are intended to bring more clarity and accountability to the foreign funding framework.

According to Kwatra, improved transparency mechanisms would help ensure that foreign contributions are used for legitimate purposes while maintaining public trust.

The FCRA governs how Indian organisations receive and utilise financial assistance from foreign sources, making it a key regulatory framework for NGOs and charitable institutions.

FCRA debate gains momentum

The bill has triggered discussions among policymakers, civil society groups and stakeholders, with supporters arguing that stronger monitoring is necessary to prevent misuse of foreign funds.

Critics, however, have raised concerns over compliance requirements and their possible impact on non-governmental organisations working in social sectors.

Kwatra’s statement represents the government’s effort to clarify its position and counter criticism surrounding the proposed legislation.
