What is blackout and why is it necessary?

What happens during a blackout?
1. During a blackout, any lights outside the buildings are turned off and the headlights of vehicles are covered.
2. Any decorative or advertising lights are banned.
3. Even the torch in hand is wrapped in paper, in a way the whole country should look black.
