VD Satheesan’s government reaches 100-day milestone as Kerala watches the next big move
Thiruvananthapuram: Kerala Chief Minister VD Satheesan has completed 100 days in office after the Congress-led UDF’s historic electoral victory. From women-centric welfare schemes and anti-drug drives to internal party challenges, financial hurdles and pending election promises, Satheesan’s early tenure presents a mixed report card ahead of bigger political tests.
The UDF government came to power with a historic mandate, winning 102 of Kerala’s 140 Assembly seats after spending a decade in opposition. The victory created expectations of a major political transformation in the state.
However, after completing the first 100 days, questions remain over whether Satheesan has been able to convert the electoral success into a strong administrative framework.
Unlike the previous Left Democratic Front (LDF) government led by Pinarayi Vijayan, which was known for a centralised leadership model and quick decision-making, the Satheesan government is facing challenges related to coordination within the Congress party and among coalition partners.
VD Satheesan’s journey to the Chief Minister’s office has been a long political climb. A six-time MLA and one of Kerala Congress’ prominent leaders, Satheesan had never served as a minister before becoming Chief Minister.
In 2011, there was strong speculation that he would join the Oommen Chandy-led cabinet, but internal factional politics within the Congress prevented his induction. After years as Leader of Opposition, Satheesan was chosen by the Congress high command to lead the UDF government following its sweeping election victory.
His selection came after intense discussions within the party, where senior leaders including KC Venugopal and Ramesh Chennithala were also considered for the top post. The decision reflected the Congress leadership’s attempt to bring a fresh face to Kerala politics after years of LDF dominance.
The Satheesan government has highlighted several welfare-focused decisions during its first 100 days. One of the most visible initiatives has been the Priyadarshini free travel scheme for women using Kerala State Road Transport Corporation (KSRTC) ordinary buses.
The scheme allows women from different age groups to travel without paying fares in ordinary KSRTC services and has received widespread attention across Kerala. The government has also announced financial support for KSRTC to compensate for the additional burden created by the scheme.
Another major decision was increasing financial assistance for frontline women workers, including Accredited Social Health Activists (ASHAs), anganwadi workers, midday meal employees and pre-primary teachers.
The government approved a ₹3,000 increase for ASHA workers and additional financial support for other grassroots workers involved in Kerala’s public health and education sectors.
Among the major initiatives launched by the Satheesan administration, Operation Toofan has emerged as one of the most discussed campaigns. The statewide anti-drug drive was launched to tackle increasing concerns over narcotics use among young people. The Home Department intensified action against drug networks, leading to thousands of arrests and major seizures of illegal substances.
According to government data, more than 10,000 people have been arrested in narcotics-related cases, with large quantities of MDMA and cannabis recovered. The campaign has received support from many families and citizens concerned about drug addiction affecting Kerala’s youth.
Another key decision taken during the first 100 days was the creation of a dedicated department for elderly welfare. The move comes as Kerala faces a growing ageing population challenge.
With the number of senior citizens expected to rise significantly in the coming years, the government has indicated that it will study international elderly care models, including Japan’s approach, to strengthen welfare programmes. The initiative is being viewed as an attempt to address changing social and demographic realities in the state.
Despite announcing several welfare measures, the Satheesan government is facing criticism over incomplete election commitments. Four major promises mentioned in the UDF manifesto remain pending, including increasing social welfare pensions from Rs 2,000 to Rs 3,000, financial assistance for college-going girls, Rs 25 lakh health insurance coverage for families and interest-free loans for young entrepreneurs.
The government has pointed towards Kerala’s financial challenges as a major reason behind the delay. Opposition parties, however, have accused the UDF of failing to deliver on promises made during the election campaign.
The PM SHRI education scheme has become one of the biggest political challenges for the Satheesan government. The government’s decision to proceed with the scheme created differences within the ruling alliance, especially with the Indian Union Muslim League (IUML), a key UDF partner.
Critics raised concerns about the impact of the scheme on Kerala’s education system, while the government maintained that it would protect the state’s educational interests. Satheesan said a cabinet subcommittee was examining the issue before taking a final decision.
The investment deal involving Mediterranean Shipping Company (MSC) acquiring a 49% stake in the Adani-led Vizhinjam Port also triggered political controversy. Opposition parties, including the CPI(M), questioned the transparency of the agreement and raised concerns about possible operational control over the strategic port project.
The UDF government has sent the matter to an expert committee for review. The controversy has become significant because Vizhinjam Port is considered a major infrastructure project that could transform Kerala into a global maritime and logistics hub.
One of the biggest tests for VD Satheesan is maintaining unity within the Congress-led alliance. Political observers believe Satheesan does not yet have complete control over the Congress organisation and sections of his cabinet.
Several party leaders have expressed strong loyalty towards AICC General Secretary KC Venugopal, who played a crucial role in designing the UDF’s election strategy. The delay in appointing private secretaries, boards and corporation members has also highlighted the difficulties of coalition management.
The appointment of a full-time Kerala Pradesh Congress Committee (KPCC) president is expected to play a crucial role in strengthening organisational coordination.
As Finance Minister, VD Satheesan faces one of the toughest challenges, managing Kerala’s financial situation. During his opposition years, Satheesan was among the strongest critics of the previous LDF government’s financial policies.
However, during his first 100 days, critics have questioned whether the government has presented a detailed strategy to deal with rising expenditure, revenue shortages and fiscal pressure.
Balancing welfare commitments with economic stability will remain a major challenge for the Chief Minister. The next phase will determine whether VD Satheesan can turn his electoral victory into long-term political success.
The government will need to accelerate policy decisions, fulfil key promises, maintain coalition unity and present a clear development roadmap. The selection of the next KPCC president, handling of controversial issues and management of internal party equations will be crucial.
For now, Satheesan’s first 100 days represent a mixed report card, with welfare initiatives and administrative actions on one side, and political challenges and unanswered questions on the other.
