New Delhi: Having witnessed huge protest in Parliament for the last two weeks from the Opposition, now the government seems to be on the backfoot and may change its strategy this week. Top government sources said the Delimitation and Women's Reservation Bill (131st Constitutional Amendment) is not on the agenda list this week.
On the other hand, there are reports that Congress-led Opposition is going to intensify its protests on Ram Temple donation theft issue as well as the use of pellet guns on students. The Opposition is going to demand Home Minister Amit Shah if he is not going to make a statement.
During the Parliament session on July 20, 2026, there was an upbeat mood in the government to bring Delimitation bill in the backdrop of split of TMC and Shiv Sena parliamentary groups and NCP sending signals to government. Added to it, DMK is moving away from the Congress, after its rout in Tamil Nadu.
However, the Cockroach Janta Party (CJP) protest and the resignation of Education Minister Dharmedra Pradhan has upset the government strategy and thinking. NDA sources said that the Delimitation Bill was unlikely to be brought in this session since it required two-thirds majority.
Similarly, it is said that the government is having second thoughts in bringing other important bills like Foreign Contribution Regulation Act (FCRA) and Viksit Bharat Shiksha Adhishthan Bill. It is likely that the government may get passed half a dozen bills, pending and may adjourn sine die before August 13. These include the Supreme Court (Number of Judges) Amendment Bill, 2026; Bills related to Income Tax; the Indian Statistical Institute Bill, 2026; and the Banker's Book Evidence Bill.
Sources said that the Opposition bloc is expected to raise the Ram temple donation theft issue outside the Parliament House while the main focus inside the Lok Sabha and Rajya sabha would be Amit Shah, who has so far not made any statement within either house over the use of pellet guns on students on july 20.
The anti-BJP MPs showcase "creative and innovative" ways to highlight the donation theft issue during joint protest outside Parliament. The first one was conceived on Friday when Purnia MP Pappu Yadav dressed up in a saffron robes and acted as a priest stealing offerings by "devotees" like Rahul Gandhi and others.
A senior Opposition leader said they would unveil more such protests next week. The Samajwadi Party has been insisting that the opposition should take up the donation theft issue along with attack on Amit Shah for the police action on students.
