New Delhi: Senior Advocate and Rajya Sabha Member of Parliament Ujjwal Nikam has supported the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 and hailed it as a landmark move to ensure that the sanctity of public exams is maintained for the future of students.
While participating in the debate in Rajya Sabha, Nikam noted that the problem of paper leak was not just about the exam system but also a blow against the principle of equal opportunities.

He said that the bill would help tackle the problem of organized malpractice through strict punishment.
As noted by Nikam, the Bill is based on the structure of the 2024 Act and will ensure protection for important exams which are conducted by various organizations like the UPSC, SSC, Railways, banking recruitment organizations, and the NTA.
He was also pleased with provisions for fast-track courts and special public prosecutors as these will avoid any delay in filing of cases.
Drawing from his experience as a prosecutor, Nikam said the effectiveness of criminal law depends not only on strict punishment but also on certainty and speed of justice.
He pointed to provisions requiring investigations to be completed within two months and trials to proceed on a day-to-day basis after filing of chargesheets.
He suggested that wherever legally possible, evidence from formal witnesses could be submitted through affidavits to reduce delays and ensure faster disposal of cases.
In his address, Nikam made mention of the famous quote from the series Game of Thrones about how “chaos is a ladder,” and how, according to him, in the constitution of India, chaos cannot be a path to success.
According to him, it is necessary to have merit as the sole ladder in India, and the Bill seeks to ensure that students of merit don’t lose out to malpractices.
He called on the members of Parliament to see the bill as a collective effort at ensuring that fairness, credibility and opportunity prevail in public examinations.
