New Delhi: The Central Bureau of Investigation (CBI) has made a significant claim in the ongoing NEET-UG 2026 paper leak investigation, telling a Delhi court that 111 out of 136 handwritten questions recovered from the mobile phone of a Latur-based coaching operator matched the National Testing Agency's (NTA) master question paper.
The agency argued that the findings strengthen its case that confidential examination material was accessed and circulated well before the medical entrance examination was conducted.

The submissions were made while the CBI opposed the bail plea of Shivraj Motegaonkar, who runs Renukai Chemistry Classes (RCC) in Maharashtra's Latur. According to investigators, the handwritten questions recovered from his phone closely matched the original NEET-UG master paper, indicating that leaked content may have reached him days before the examination.

The agency informed the court that the questions were allegedly received on April 23, nearly 10 days before the May 3 examination.
Shivraj Motegaonkar operates Renukai Chemistry Classes (RCC) in Latur and also runs the YouTube channel "Motegaonkar Sir's RCC," which has over 1.6 lakh subscribers.
According to the CBI, he is among the key accused in the alleged paper leak network and was arrested during the investigation.
The CBI has alleged that the leaked questions reached Motegaonkar through an organised chain involving Dr. Manoj Shirure, a paediatrician based in Latur, and P.V. Kulkarni, a retired chemistry lecturer and former NTA panel member who allegedly had access to confidential examination material.

Investigators claim the leaked questions were supplied in exchange for ₹5 lakh. The agency further alleged that PDF copies of the leaked question paper were later sold through Telegram for ₹10 lakh, allowing candidates to access confidential material before the examination.
The investigation has also focused on a 150-page "guess paper" containing around 410 questions that allegedly circulated among students before the examination.
According to the CBI, nearly 120 questions from the chemistry section of this document matched the actual NEET-UG paper, suggesting that a substantial portion of the examination had already been compromised.
