The story begins with IB Chief Ajay Sanyal (R Madhavan), who is eager to take decisive action during the 1999 Kandahar hijacking but is restrained by political constraints. After terrorists infiltrate India and carry out the 2002 Parliament attack, Sanyal initiates the covert mission "Dhurandhar."

Hamza (Ranveer Singh) travels into Afghanistan and Pakistan to infiltrate the gang of Rehman Dacoit (Akshaye Khanna).
