Russian Strike Reportedly Hits Kharkiv Plant Amid Energy Truce (Img: IANS)
A Russian strike has reportedly hit Kharkiv’s Thermal Power Plant No. 5 (TPP-5), Ukrainian President Volodymyr Zelenskyy said, raising questions over the proposed “energy ceasefire” announced by US President Donald Trump.
Trump said on October 11 that Russia and Ukraine had agreed to halt attacks on energy infrastructure. However, the reported strike has cast doubt over the arrangement, with the precise terms of the proposed ceasefire and how it would be enforced remaining unclear.
The reported targeting of TPP-5 comes as Ukraine’s energy infrastructure faces mounting pressure from Russian attacks ahead of winter. The Kharkiv plant has previously suffered extensive damage during Russia’s campaign against Ukraine’s power grid and remains an important part of the city’s energy system.

The latest incident raises concerns about whether the proposed halt in attacks can be implemented effectively. Moscow had not immediately confirmed the arrangement following Trump’s announcement, leaving uncertainty over the status of the proposed truce.
Zelenskyy had earlier said Ukraine was prepared to stop attacks on Russian oil refineries if Moscow also halted strikes on Ukrainian energy infrastructure. He stressed that any de-escalation would need to be mutual and supported by credible guarantees.
Kyiv has indicated it could back an energy truce provided Russia also honours the arrangement. The reported strike on Kharkiv’s power plant, however, could complicate efforts to establish a workable understanding between the two sides.

The developments come as Russia intensifies attacks on Ukrainian energy infrastructure ahead of winter, raising concerns about the reliability of electricity and heating supplies across the country.
Damage to power facilities could leave communities vulnerable as temperatures fall, making the protection of energy infrastructure a central concern for Ukraine. Whether the proposed ceasefire will lead to a sustained reduction in attacks remains uncertain, particularly as questions persist over its terms, enforcement and Moscow’s position.
