Elon Musk Points to Trump Administration Over Starshield Limits as Ukraine’s Drone Missions Face Disruption

Ukrainian officials say restrictions on satellite communications disrupted military drone missions and air-defence operations, while Elon Musk says the US military and government determine the limits on Starshield.

Kyiv: Ukraine’s military has reported disruptions to drone operations after restrictions were introduced on some satellite communication services used by its forces, triggering fresh concerns about the country’s reliance on US-linked technology amid its war with Russia.

SpaceX, the company founded by billionaire Elon Musk, operates Starlink, a satellite internet service that has become an important communications tool for Ukrainian forces. Ukraine also uses Starshield, a military-focused satellite communications system associated with SpaceX technology and controlled by the US government.

Ukrainian officials said the restrictions affected terminals travelling at speeds above approximately 160 kilometres per hour, causing connectivity interruptions and forcing some military missions to be cancelled.

Presidential adviser Serhiy Beskrestnov said Ukraine’s defence forces had not received advance warning of the restrictions, and several missions were disrupted as a result. Ukraine’s 7th Rapid Reaction Corps also reported connection drops that made some drones more difficult to control.

The development comes at a sensitive time for Kyiv, as it seeks continued Western support while Russian attacks on Ukrainian cities and energy infrastructure persist.

Elon Musk Says US Military Controls Starshield Restrictions

Responding to criticism over the reported disruption, Musk said responsibility for setting limits on Starshield rests with the US government rather than SpaceX.

In a post on X, Musk said Starshield systems are owned and controlled by the US government and that restrictions on speed or usage are determined by the US military and ultimately the US president, Donald Trump.

Musk also distinguished Starshield from Starlink, describing Starlink as a commercial service operated by SpaceX and saying its use is limited to civilian or defensive activities rather than offensive military operations.

His comments shifted attention towards Washington’s role in determining how the military communications system can be used by Ukraine. However, the precise circumstances behind the reported restrictions and the extent of direct US government involvement have not been fully established publicly.

The White House and Pentagon had not publicly clarified the decision in the initial reports.

Why Starlink and Starshield Matter to Ukraine

Satellite connectivity has played a significant role in Ukraine’s military communications since Russia launched its full-scale invasion in February 2022.

The technology allows military units to communicate across difficult terrain, coordinate operations and maintain connections in areas where conventional networks may be unreliable. Ukrainian forces have also relied on satellite links for drone operations, reconnaissance and battlefield logistics.

The reported restrictions are particularly significant for drones that require continuous communication with operators. Ukrainian military officials said brief interruptions could make aircraft harder to control and undermine the success of some missions.

The restrictions have also raised concerns about interceptor drones used to defend against Russian attacks. Ukrainian officials have described such systems as important in responding to incoming drones, including Russian-designed Shahed-type aircraft.

The precise operational impact of the restrictions remains difficult to assess independently, but Ukrainian officials have warned that connectivity problems could weaken some defensive capabilities.

Zelenskyy Calls Restrictions a Serious Mistake

Ukrainian President Volodymyr Zelenskyy criticised the reported restrictions, warning that the disruption could have serious consequences for the country’s ability to defend itself.

Zelenskyy described the move as a major mistake and said the loss of reliable connectivity could increase risks for Ukrainian forces and civilians. His comments reflected Kyiv’s concern that access to critical satellite infrastructure could become a point of pressure amid strained relations with Washington.

Ukraine’s Defence Minister Mykhailo Fedorov later said connectivity at speeds of up to 160 kilometres per hour was being restored. However, he also called for the removal of the speed limit, saying unrestricted access was important for Ukraine’s defence.

The developments suggest that some connectivity was returning, although Ukrainian officials continued to raise concerns about the remaining restrictions.

Trump-Zelenskyy Tensions Add to Uncertainty

The dispute over satellite connectivity comes amid broader tensions between Washington and Kyiv over military support and the direction of the war.

Ukraine has been seeking continued assistance from its Western partners as Russia maintains pressure on its military positions and energy infrastructure. Any uncertainty surrounding access to communications technology could complicate planning for Ukrainian operations.

The reported restrictions also emerged amid US pressure on Kyiv over attacks on Russian oil refineries. However, reports have noted that Ukrainian drones used to strike targets deep inside Russia rely on other communications methods, meaning the Starlink restrictions should not automatically be treated as a direct halt to those operations.

It remains unclear whether the restrictions were introduced as a deliberate policy measure connected to the wider political dispute or resulted from other decisions. Public statements from the parties involved have not fully resolved that question.

What Happens Next?

The immediate concern for Ukraine is whether satellite connectivity can be maintained reliably for military communications and defensive operations. Ukrainian officials have welcomed the reported restoration of some connectivity while continuing to seek the removal of restrictions affecting faster-moving systems.

The episode has also highlighted the strategic importance of privately developed satellite technology in modern warfare. Although such networks can provide critical communications capabilities, access may depend on decisions made by governments, service providers and military authorities.

As the war continues, the dispute over Starlink and Starshield could become another point of tension in relations between Ukraine and the United States, with implications for battlefield coordination and Kyiv’s broader security arrangements.
