Former IAS officer Subodh Agarwal arrested in Delhi
Jaipur: In a major anti-corruption crackdown, the Rajasthan Anti-Corruption Bureau (ACB) has arrested former IAS officer Subodh Agarwal in Delhi for his alleged involvement in a massive Rs 20,000 crore scam linked to the Jal Jeevan Mission. Agarwal had been absconding after a Jaipur court issued an arrest warrant against him, prompting an ACB team to track him down and take him into custody in the national capital.
Fraudulent Contracts Secured Using Forged Documents
The case surfaced during an investigation that uncovered how two private companies, allegedly in collusion with senior officials of the Public Health Engineering Department (PHED), secured high-value contracts using forged credentials. These firms submitted fake Letters of Award and fabricated Work Completion Certificates, falsely attributed to Indian Railway Construction International Limited (IRCON), as part of their bid documents.
Upon verification, IRCON’s Bengaluru office confirmed that the documents were entirely forged. Through this fraudulent practice, contracts worth nearly ₹960 crore were unlawfully obtained.
Tender Norms Manipulated, Confidentiality Compromised
According to ACB Director General Govind Gupta, Agarwal-while serving as Additional Chief Secretary of PHED-allegedly manipulated tender rules to benefit select bidders. One such change included introducing a mandatory “Site Visit Certificate” for projects exceeding Rs 50 crore. This requirement violated established procurement norms and compromised bidder anonymity, a critical safeguard in fair tendering processes.
Inflated Costs, Heavy Loss to Exchequer
Investigators found that irregularities in the tender process led to project costs being inflated by 30-40 percent. The manipulation of rules and alleged collusion enabled approval of contracts at significantly higher rates, causing substantial financial losses to the government.

With Agarwal’s arrest, the probe is expected to widen, and more senior officials may come under scrutiny as authorities continue to investigate one of the largest alleged scams linked to the Jal Jeevan Mission.
