Jammu: A major security probe in Jammu and Kashmir has raised fresh concerns over the growing threat of criminal networks targeting vulnerable sections of society, with agencies examining possible attempts to use gangs as a channel for recruitment and influence operations.
The investigation began after the Jammu Police arrested six alleged members of the Khauf Gang in connection with a shooting incident and death threats reported in the Arnia area. However, the probe has now widened as security agencies analyse the possible backward and forward linkages of the suspects, including financial routes, communication patterns and external connections.
Officials familiar with the investigation said agencies are exploring whether organised crime groups could be used to influence young people and push them towards activities that pose security challenges. However, authorities have not officially confirmed any direct involvement of Pakistan’s Inter-Services Intelligence (ISI) in the case so far.
The Jammu Police launched a swift operation after the shooting incident in Arnia, leading to the arrest of six suspects within 72 hours. Investigators analysed CCTV footage, gathered intelligence inputs and followed technical leads to identify those allegedly involved in the crime. Police recovered three pistols, five sharp-edged weapons locally known as tokas, and six live rounds during the operation.
An FIR was registered at Arnia Police Station, and further investigation is underway to establish the complete network behind the accused individuals. The focus of the investigation has now moved beyond the immediate crime to understanding whether the accused had links with other criminal groups or external elements.
The latest development has increased scrutiny over the possibility of criminal networks being used for larger disruptive activities in Jammu and Kashmir. Security officials are examining multiple aspects, including how such groups receive weapons, how money flows within these networks and whether there are attempts to exploit unemployed or vulnerable youth.

The Jammu Police has highlighted the growing concern of young people being attracted towards gangster-style activities through social influence, quick money promises and criminal networks. Police have appealed to parents to remain alert about changes in their children’s behaviour and encouraged youth to focus on education, skill development and physical fitness.
Officials stressed that young people should contribute positively to society instead of becoming victims of criminal groups or activities that could damage their future. The warning comes amid increasing concerns across several states about criminal networks attempting to recruit teenagers and young adults through online platforms and local influence channels.
The investigation is also examining whether the arrested suspects have any connection with wider anti-national networks operating beyond Jammu and Kashmir. Security agencies are studying possible foreign links, funding channels and communication trails to determine whether the gang was acting independently or had support from a larger network.
At present, investigators are collecting evidence before reaching any conclusion about possible cross-border involvement. Officials are expected to analyse digital records, financial transactions and interrogation details to understand the complete picture.
The case has highlighted a new dimension of security challenges in Jammu and Kashmir, where authorities are increasingly focusing on the intersection between organised crime and national security. Experts believe criminal networks can create vulnerabilities by providing access to weapons, illegal funding and recruitment channels.
