New Delhi: The Food Safety and Standards Authority of India (FSSAI) has introduced new packaging regulations for pan masala products, making it mandatory for manufacturers to avoid plastic, aluminium foil and metallised layers in packaging materials.

The move is aimed at reducing environmental pollution and addressing concerns related to food safety and harmful packaging materials.

Pan Masala Packaging Must Be Plastic-Free

Under the revised Food Safety and Standards (Packaging) Regulations, 2018, pan masala has been added as a separate category under Schedule 4, which lists approved packaging materials for specific food products.

According to the new guidelines, manufacturers can use paper, paperboard, cellulose and other naturally derived materials for packaging pan masala. However, these materials must be completely free from plastic components.

The FSSAI has specifically prohibited the use of synthetic polymers such as polyethylene, polypropylene, polyester and polyvinyl chloride (PVC). Plastic-based laminates and other synthetic layers used for enhancing packaging durability will also not be permitted.

Aluminium Foil and Metallised Layers Restricted

The regulatory authority has also banned the use of aluminium foil and metallised coatings in pan masala packaging. These restrictions are part of efforts to minimise plastic waste generation and promote sustainable packaging solutions across the food industry.

Companies manufacturing pan masala products will now have to shift towards environmentally safer alternatives that comply with the updated food safety standards.

Tin and Glass Containers Get Approval

Apart from paper-based packaging options, FSSAI has allowed manufacturers to use tin and glass containers for pan masala products. These materials have been separately listed among the approved packaging choices.

The latest amendment follows the draft Food Safety and Standards (Packaging) Amendment Regulations, 2026, issued earlier this year. After inviting suggestions and objections from stakeholders, FSSAI incorporated feedback before finalising the new rules.

The authority has also clarified that applicable provisions under the Plastic Waste Management Rules, 2016, framed under the Environment (Protection) Act, 1986, will continue to apply to pan masala packaging.
