New Delhi: Air pollution levels (AQI) in Delhi have once again reached the severe category. To control this deadly air pollution, the government has implemented some strict rules in the capital starting today. The biggest and most important change among these rules concerns the Pollution Under Control (PUC) certificate. If you drive a vehicle in Delhi, know that you will not get fuel at petrol pumps without a valid PUC certificate. Let's find out why this is so important and how to download it.
New 'No Fuel' Rule at Petrol Pumps
The Delhi government has taken a strict step to reduce pollution. From December 18, 2025, this rule has been implemented: vehicles without a valid PUC certificate will not be given fuel (petrol/diesel) at petrol pumps in Delhi. To enforce this rule, teams from the Delhi Traffic Police and Transport Department have been deployed at petrol pumps.
What is a PUC Certificate and why is it important?
A PUC certificate is an essential document that certifies that the emissions from your vehicle are within the prescribed government limits. This emissions test is conducted at an authorized center. This certificate includes your vehicle's information, the test results, and its issue/expiry date.
Legally Mandatory
In India, it is legally mandatory for every vehicle owner to possess a PUC document. Many insurance companies also require a valid PUC certificate at the time of insurance renewal or claim.

Important things to keep in mind:
Only a valid PUC can be downloaded online. If the PUC has expired, it will be necessary to get it tested first at the nearest authorized center. The downloaded PUC is also valid in digital form.
What is the cost and validity?
The cost of obtaining a PUC certificate is very low, which depends on the type of vehicle.
Vehicle Type PUC Certificate Cost (Delhi)
Two-wheelers and three-wheelers ₹60
Petrol four-wheelers ₹80
Diesel vehicles ₹100
Validity:
• BS-IV and BS-VI compliant vehicles: This certificate is valid for 12 months.
• Other vehicles: You have to renew it every 6 months.
When you buy a new vehicle, you don't need a PUC certificate for the first year. After one year, you will have to renew it. Make sure you renew your PUC before the expiry date.
Penalty and imprisonment for expired PUC certificate!
Each state's transport department decides what the penalty will be if you do not have a valid PUC certificate. According to Section 190(2) of the Motor Vehicles Act, the fine can be up to ₹10,000 for the first offense. In some states, the first offense may also result in imprisonment for up to 3 months. If the same mistake is repeated, the punishment can be extended up to 6 months.
