New Delhi: Russian President Vladimir Putin is returning to India on a state visit after four years. He will be in India from December 4th to 5th and will hold talks with Prime Minister Narendra Modi. This visit is taking place as part of the India-Russia annual summit, where important announcements are expected on a number of key issues such as defense, energy, trade, and strategic cooperation.

Discussion on New S-400 Order Possible

India has already signed an agreement to purchase five S-400 air defense systems from Russia, of which three units have been delivered and two are pending. Given the growing security challenge from China and Pakistan, India may consider purchasing additional S-400 squadrons. Each S-400 battery has six launchers, advanced radar systems, and a capacity of 128 missiles. This discussion is a key agenda item for Putin's visit.

Possibility of Additional Discounts on Russian Oil

Indian oil companies increased their purchases of Russian crude oil after the Ukrainian war, but recent US pressure has led to a decline in purchases. Russia is now preparing to offer India new discounts. During this visit, important decisions may be made on affordable energy supply, LNG, coal, and gas pipeline cooperation. Energy security is a major issue for India, so long-term agreements are expected in this regard.

Efforts to Improve India-Russia Trade Balance

Total trade between the two countries reached $68.7 billion in 2024–25, but India's exports were only $4.88 billion. New steps may be taken to correct this significant imbalance. MoUs may be signed on granting Indian products special access to the Russian market, increasing rupee-ruble trade, and establishing new export corridors.

Major Decisions on Defense Co-production and Technical Cooperation

Discussions will be held on accelerating the production of AK-203 assault rifles. New MoUs are expected on the BrahMos missile, fighter jet engines, air defense systems, and future defense projects. Joint manufacturing and technology transfer under the "Make in India" initiative will be a key part of this meeting.

Major announcements possible in nuclear energy

An announcement is likely to be made regarding progress on new units at the Kudankulam nuclear plant. Discussions will also be held on cooperation in small modular reactors (SMRs) and future nuclear projects. Russia has been a key partner in India's nuclear capacity expansion for decades.

Launch of RT India Channel

During his visit to India, Putin may launch the RT India channel, Russia's state-run international broadcasting network. This will mark a new chapter in media cooperation.

Vision Document on 25 Years of Partnership

India and Russia may release a long-term vision document on their 25-year "special and privileged strategic partnership." This will include a new 10-year roadmap on defense, space, energy, science, technology, and trade.
Announcements may be made on further cooperation in the Gaganyaan mission and GLONASS–NavIC satellite navigation integration.
