New Delhi: The Union Cabinet on Tuesday passed a 10-point resolution congratulating Prime Minister Narendra Modi on completing 25 years as head of government, praising his leadership, reforms, security policies and emphasis on a 'Nation First' approach.

The resolution comes as Modi prepares to mark 25 years in office, spanning his tenure as Gujarat Chief Minister and his years as Prime Minister. The Cabinet also gave the Prime Minister a standing ovation during the meeting, according to Information and Broadcasting Minister Ashwini Vaishnaw.

Cabinet Marks Modi’s 25-Year Political Journey

Prime Minister Narendra Modi completes 25 years as head of government on Wednesday. He first assumed the office of Gujarat Chief Minister on October 7, 2001, before becoming Prime Minister in 2014.

The Union Cabinet’s resolution described the 25-year journey as a significant milestone and credited Modi’s leadership with shaping a governance model centred on “Nation First” and “Citizen First”. It also pointed to the repeated electoral mandates received by Modi in Gujarat and at the national level as evidence of public trust.

Speaking in New Delhi, Ashwini Vaishnaw said Modi had brought the idea of service into politics and highlighted what he described as India’s growing global recognition under his leadership.

Vaishnaw also cited the 36 international honours conferred on the Prime Minister while explaining the Cabinet’s assessment of Modi’s international standing.

What Is in the Cabinet’s 10-Point Resolution?

The resolution highlights ten broad areas of Modi’s tenure, including the transition from Gujarat to national governance, welfare and development, reforms, self-reliance, national security, India’s global role and cultural heritage.

The Cabinet highlighted initiatives and reforms including GST, welfare-delivery reforms, digital payments and changes to colonial-era laws. It also pointed to increased public capital expenditure, infrastructure expansion and growth in electronics manufacturing as part of the government’s self-reliance agenda.

On national security, the resolution referred to measures including the 2016 surgical strikes, the 2019 Balakot air strikes and Operation Sindoor in 2025. It also highlighted the abrogation of Article 370, One Rank One Pension and the creation of the Chief of Defence Staff post.

Global Reach and India’s Changing Profile

The Cabinet resolution also focused on India’s international role, citing the G20 and BRICS, advocacy for the Global South and the inclusion of the African Union in the G20.

The resolution linked India’s growing diplomatic profile with initiatives such as Vaccine Maitri and noted that Modi has received honours from 36 countries.

The final part of the resolution connects economic development with cultural heritage and environmental responsibility. It cites renewable energy expansion, yoga, millets, the Kashi Vishwanath Dham and the consecration of Ram Lalla as examples of what the government describes as a blend of development and heritage. The resolution ultimately reaffirms the government’s stated objective of building a prosperous, self-reliant and developed India by 2047.

Political Timing Adds Significance

The Cabinet resolution was passed in New Delhi at a time when Opposition MPs led by Rahul Gandhi were holding a protest at the nearby Akashvani Bhawan over the Election Commission and the Special Intensive Revision of electoral rolls.

The contrasting political developments placed the Cabinet’s celebration of Modi’s 25-year tenure alongside a high-profile Opposition agitation in the national capital, giving Tuesday’s developments added political significance.

Prime Minister Modi will formally complete 25 years as head of government on Wednesday. The milestone is expected to remain a major political talking point, with the BJP and government highlighting the longevity and policy record of his tenure while Opposition parties continue to challenge the government on issues including democratic institutions and electoral processes.
