Bengaluru: Karnataka Chief Minister DK Shivakumar on Monday returned to the state capital after two days of crucial discussions with the Congress high command in New Delhi, bringing the prolonged cabinet expansion exercise closer to completion. The Congress leadership has reportedly given broad approval to the structure of the expanded ministry and the formula for distribution of key portfolios.
The development comes amid intense political activity within the Karnataka Congress, where several leaders have been seeking ministerial positions and important departments. The final cabinet arrangement is expected to balance regional representation, caste equations, political influence and internal coordination within the ruling party. During his Delhi visit, DK Shivakumar held detailed discussions with Congress president Mallikarjun Kharge and senior party leader KC Venugopal on the expansion of the Karnataka cabinet, allocation of departments and political adjustments required within the state government.
Party sources indicate that the Congress leadership has reached a broad understanding regarding the composition of the expanded team. The discussions focused on maintaining a balance between different regions, communities and influential leaders while ensuring that the government functions smoothly during the ongoing legislative session. The Congress high command is keen to expand the Cabinet without further delay so that newly inducted ministers can receive their departments and fully participate in administrative and legislative responsibilities.
According to sources, Mallikarjun Kharge has approved a minor reshuffle plan that may include the induction of a woman legislator into the cabinet. The move is expected to strengthen representation and maintain the party’s social and political balance.
Discussions were also held on accommodating senior leaders by making changes among some recently inducted ministers. The names of Vijayanagar MLA M Krishnappa, a prominent Vokkaliga leader, and Byadagi MLA Basavaraj Shivannavar, who represents the Kuruba community, have reportedly been considered during the talks. The final decision regarding these possible changes is expected after further discussions between the Karnataka leadership and the Congress central leadership.
One of the biggest challenges before the party remains the allocation of important portfolios. Several ministers have reportedly expressed interest in specific departments, while senior leaders have also been pushing their claims for key ministries. However, the high command has made it clear that individual demands will not decide the final portfolio distribution. The allocation is expected to be based on administrative experience, political strategy, regional balance and the overall performance goals of the government.
The final formula is likely to give Chief Minister DK Shivakumar a significant role in distributing departments while following the framework agreed upon with the Congress leadership. The Cabinet expansion has also highlighted internal political equations within the Karnataka Congress. Former Chief Minister Siddaramaiah’s concerns have also reportedly been part of the discussions. Sources suggest that efforts are being made to address internal issues, including differences related to the denial of cabinet representation to Basavaraj Shivannavar. After extensive consultations, Shivakumar is believed to have worked out a possible arrangement for portfolio allocation among around 19 ministers. The final announcement will clarify which leaders will handle important departments of the state government.
The delay in assigning portfolios had created uncertainty among newly inducted ministers, as they were waiting to formally take charge of their departments. With the Assembly session underway, the Congress government is under pressure to complete the process quickly and strengthen administrative functioning. The Karnataka Congress government had expanded its ministry earlier this month after weeks of negotiations over political representation and internal adjustments. With DK Shivakumar returning to Bengaluru, attention has now shifted towards the official announcement of the final cabinet structure.
