New Delhi: The Election Commission is preparing to undertake a Special Summary Revision of voter rolls in Uttar Pradesh in October-November ahead of the 2027 Assembly elections. The exercise assumes heightened significance amid the ongoing political controversy over voter deletions and the sharp fall in the state’s electoral roll following the recent revision exercise.
The Election Commission is likely to launch the Special Summary Revision (SSR) of electoral rolls in Uttar Pradesh during October-November, according to sources familiar with the process. While the exact schedule has not yet been finalised, officials indicate that the exercise could begin at the earliest.
The timing of the revision is particularly significant as Uttar Pradesh is heading towards Assembly elections in early 2027. With electoral preparations expected to intensify over the coming months, the accuracy and completeness of the voter list are likely to become a major political and administrative focus.
The proposed SSR also comes against the backdrop of an intense national debate over electoral roll revisions, particularly following the Special Intensive Revision (SIR) conducted in several states.
Although both exercises involve the revision of electoral rolls, their nature and frequency are different.
The Special Summary Revision is a regular electoral-roll updating exercise generally undertaken annually and is particularly important before elections. The Special Intensive Revision, by contrast, is a more extensive exercise that is conducted at much longer intervals and involves a deeper verification of voter records.
The upcoming SSR in Uttar Pradesh is therefore expected to focus on ensuring that eligible citizens are included in the electoral roll while removing discrepancies and updating voter information.
The Election Commission is expected to publish the final electoral roll for the 2027 Uttar Pradesh Assembly elections in the first week of January. A similar exercise was conducted before the 2022 Assembly elections, when the final voter list was published on January 5, 2022.
The schedule for the forthcoming revision has not yet been formally announced, but the October-November window would give election authorities sufficient time to complete the revision and publish the final list ahead of the 2027 electoral battle.
The proposed revision is taking place at a politically sensitive moment. After the SIR exercise concluded in Uttar Pradesh in April, the final electoral rolls contained around 133.9 million voters, compared with approximately 155.4 million voters listed in the electoral rolls published on October 27, 2025.
The substantial difference has intensified political scrutiny of the electoral-roll process, with opposition parties raising questions over the deletion and verification of voter names.
Samajwadi Party chief Akhilesh Yadav had also warned last month that the Election Commission could undertake another review of electoral rolls in Uttar Pradesh before the Assembly elections. He urged party workers to remain vigilant and closely monitor the process.
Sources said the proposed SSR is expected to provide an opportunity for genuine and eligible citizens whose names may have been inadvertently omitted during recent voter-list clean-up exercises to seek re-enrolment.
This aspect could become particularly important in the run-up to the 2027 polls, when even small changes in voter rolls may assume political significance across closely contested constituencies.
The exercise is expected to give eligible citizens an opportunity to verify their details and ensure that their names are correctly reflected in the electoral roll before the final list is published.
The Election Commission has also scrapped the requirement for applicants using Form 6 for voter enrolment to submit an additional declaration mapping themselves or their parents to the 2002 base electoral rolls.
For Uttar Pradesh, the relevant base year is 2003.
The change is significant because Form 6 is used for enrolment of eligible citizens as voters. Removing the additional declaration requirement could simplify the process for people seeking inclusion in the electoral roll, particularly those whose details may not be readily traceable in the older base rolls.
The voter-roll revision is expected to become an important administrative as well as political issue as Uttar Pradesh moves closer to the 2027 Assembly elections.
The state, which sends the largest number of members to Parliament, is likely to witness an intense electoral contest involving the BJP, Samajwadi Party and other political forces. Consequently, the preparation and verification of electoral rolls are likely to attract sustained scrutiny from political parties, election officials and voters.
For millions of electors, the immediate priority will be simple but crucial: ensuring that their names remain on the voter list and that their personal details are accurate.
The Election Commission is expected to finalise and announce the detailed SSR schedule for Uttar Pradesh before the exercise begins. Once launched, the revision process will allow eligible citizens to seek inclusion, correction or updating of their electoral details.
The final electoral roll is expected in January 2027, setting the stage for the Assembly elections later in the year.
With the electoral battle already beginning to take shape, the voter list could emerge as one of the most closely watched components of Uttar Pradesh’s road to the 2027 polls.
