The deceased has been identified as Vishwanath Shirol. The incident took place on January 15 in the Kumbara Galli area of Athani, but the real cause of the accident only recently came to light.
The Apex Court asked the Chief Secretaries to be present in the Court physically to explain their non-compliance with the Animal Birth Control (ABC) Rules, 2023, and their failure to curb the stray dog menace.
