Lucknow: The Uttar Pradesh government is preparing a new regulatory framework to improve river transport safety, streamline boat registration and promote river tourism. The proposed Inland Watercraft Rules, 2026, will cover mechanically and non-mechanically propelled boats operating on the state’s rivers.

Unique Registration Numbers for Every Watercraft

Under the proposal, mechanically propelled boats will receive unique identification numbers containing 10 digits or letters, while non-mechanically propelled vessels will have 12-character identifiers. Designated transport officials will handle registration, while the National Inland Navigation Institute (NINI), Patna, will conduct surveys and assessments.

Life-Saving Measures at Ghats

Passenger safety is a major focus of the draft rules. Ghats will require permanent lighting, signboards, life buoys and divers. Boats must carry life jackets amounting to 10% more than their prescribed passenger capacity, along with a 10-metre rope and a first-aid kit.

A district-level committee headed by the District Magistrate will oversee accident-prevention measures. Passengers must also receive safety information before each journey. The proposal includes emergency rescue boats at a ratio of one for every 10 watercraft.

Separate Funds for Development and Welfare

The proposed framework provides for a State Development Fund for mechanically propelled watercraft, financed through fees and penalties. District Welfare Funds will support activities linked to non-mechanically propelled boats and the welfare of traditional boat operators. Local bodies, development authorities and district committees will have defined responsibilities for ghat maintenance, operations and safety.

New Rules to Replace 2002 Framework

The proposed rules aim to regulate passenger services, cargo movement and tourism on rivers including the Ganga, Yamuna, Ghaghara, Gomti, Gandak and Betwa. Prepared under the Inland Vessels Act, 2021, the 16-chapter framework will replace the state’s 2002 rules. Existing operators will receive 90 days to comply after the new rules come into force. Central legislation will prevail wherever conflicting provisions arise.
