Lucknow: The Uttar Pradesh Government is working to simplify property transactions by linking registration systems with land and ownership records, paving the way for automatic mutation after registration. The initiative was reviewed at a meeting chaired by the Chief Secretary, with a focus on digital verification, unique property IDs and improved coordination between departments.

56.57 Lakh Properties Registered on e-NagarSewa

According to the Urban Development Department, 56.57 lakh properties have been registered on the e-NagarSewa portal. The system generates 17-digit unique property IDs to support property identification and tax assessment. ID generation has been completed in 71 of the state's 75 urban local bodies.

The government is also integrating property records under the NAKSHA project, which aims to provide an Urban Property Card for individual properties and help establish ownership details.

Digital Integration to Speed Up Mutation

The e-NagarSewa and NAKSHA databases have been connected through an application programming interface (API), enabling real-time information exchange. The target for completing work in 10 selected urban local bodies under NAKSHA is December 31, 2026.

The proposed system is expected to streamline mutation following property registration by allowing relevant institutions to access registered transaction details digitally.

Ownership Verification and New SOPs

The review meeting discussed recognised ownership documents, including Khatauni and Gharauni for rural properties. Departments responsible for urban housing and industrial development will also identify documents required to verify a seller's ownership rights. A committee will prepare recommendations for online authentication, updating and integration of revenue records. Standard Operating Procedures (SoPs) will also address disputed records and cases where documents are unavailable.

Pilot Projects Across Departments

Selected revenue villages, at least one urban local body and an industrial development authority will participate in pilot implementation. The Lucknow Development Authority (LDA) has been selected by the Housing and Urban Planning Department.

The initiative aims to improve transparency, reduce procedural delays and make property record management more efficient across Uttar Pradesh.
