New Delhi: Delhi Police Special Cell has arrested nine people, including Nepali nationals, in connection with an alleged terror conspiracy linked to fugitive gangster Dawood Ibrahim and Pakistan’s intelligence agency ISI.

Officials described the operation as a major breakthrough in a case involving suspected cross-border terror planning, organised crime networks, and illegal arms movement.

Alleged Plans to Target Key Installations

According to investigators, the accused were allegedly preparing attacks at multiple locations across India. Preliminary findings suggest the group was tasked with identifying and targeting strategic and high-security sites.

Police sources said potential targets included airports, railway stations, power plants, nuclear facilities, government buildings, and other critical infrastructure. Security agencies are also examining evidence related to possible plans to target religious locations, crowded public spaces, and security personnel.

Arms and Explosives Seized

During coordinated operations, officials recovered grenades, explosive substances, and sophisticated weapons from the accused individuals.

Investigators are currently analysing the seized materials to determine the operational capability of the alleged network and the possible scale of the conspiracy. Authorities believe the arrests may help uncover a wider network involving domestic operatives, foreign nationals, and cross-border handlers.

Links to Organised Crime Under Probe

Police sources said the investigation has revealed suspected connections between the arrested individuals and networks operating in Delhi, Mumbai, and Punjab. The Special Cell is also probing financial transactions, communication channels, and possible international support systems linked to the module.

The operation comes shortly after the arrest of Mohammad Salim Dola in Turkey by the National Investigation Agency. Officials have described Dola as a close associate of Dawood Ibrahim.

Dawood Ibrahim and ISI Allegations

Indian security agencies have long alleged that Dawood Ibrahim’s criminal syndicate, commonly known as D-Company, has maintained links with Pakistan’s Inter-Services Intelligence agency.

Dawood, accused of masterminding the 1993 Mumbai serial blasts, was designated a global terrorist by the United States in 2003. International agencies have repeatedly claimed that he has operated from Karachi under the protection of Pakistani authorities, allegations Islamabad has consistently denied.
