Y Puran Kumar’s Wife Accuses DGP, SP of Harassment, Caste Bias in FIR
Chandigarh: A senior IPS officer from Haryana, Y. Puran Kumar, committed suicide at his government residence in Chandigarh on 7 October. After this tragic incident, his wife, a senior IAS officer, Amneet P. Kumar, has filed an FIR in the Chandigarh Police Station of Sec-11 against Haryana DGP (Police Chief) Shatrujit Kapoor and Rohtak SP Narendra Bijarnia.
Amneet Kumar has made serious allegations in her four-page complaint:
Harassment and conspiracy: She alleges that at the behest of DGP Kapoor, SP Bijarnia filed a false case against Puran Kumar in Rohtak (FIR number 0319/2025). She described it as a "well-planned conspiracy."
Reason for suicide: Amneet Kumar claims that her husband became so disappointed due to this false case and persistent harassment that he committed suicide.
Caste insults: It has also been alleged that Puran Kumar, who was from the SC/ST community, was abused and publicly humiliated on the basis of his caste.
An eight-page suicide note is important evidence in this case. Amneet Kumar said that when she returned from an official visit to Japan, she received this note. In this note, Puran Kumar has mentioned his mental pain and alleged harassment by several officials, including the DGP.

According to reports, this note has 30-35 IPS and some IAS officers, who have been accused of discrimination and harassment in casteism, posting. Puran Kumar has also left a will, in which he has given all his property to his wife.
Postmortem postponed: Puran Kumar's postmortem has been postponed till his daughter returns from America. He will be cremated only after postmortem.
Wife's perseverance: Amneet Kumar clearly said in a meeting with other senior officials of Haryana that she will take action against all the people written in the suicide note. There is also a discussion that the family can demand a CBI inquiry.
Potential Background: A possible reason for this incident is being described as a bribery case in Rohtak. According to reports, a gunman arrested in this case took Puran Kumar's name during interrogation. He was then transferred to a training college, which is usually considered a punitive posting.
Legal Action: Amneet Kumar has requested to register a case against the DGP and SP under Section 108 (instigated for suicide) and the SC-ST (Prevention of Atrocities) Act and immediately arrest them.
