New Delhi: Major Immigration Shift in the US: Trump-Era Policies Severely Impact Legal Entry; Students and Professionals Hit Hardest According to a new report by David J. Bier, during the Donald Trump administration, the decline in legal immigration to the United States was more pronounced than the decline in illegal immigration. The report indicates that the monthly reduction in legal entries is approximately 2.5 times greater than the drop in illegal immigration.
While instances of illegal border crossings were already on the decline, the drop in legal immigration has been driven primarily by new policies. In particular, the upward trend previously observed in student visas and high-skilled visas (such as the H-1B) has now been reversed.
The United States has long served as a premier destination for international students—especially those from India. However, the situation is now changing.
Due to these factors, students are now exploring alternative destinations such as Canada, the UK, and Australia.
The report further notes that, under certain policies implemented in 2025, thousands of student visas were revoked, and numerous students were even taken into custody. Additionally, the process for issuing visas was temporarily suspended for a period of time.
International students are of immense importance—both economically and academically—to American universities. They pay higher tuition fees and make significant contributions to research, particularly within STEM fields.
If this downward trend persists, both university funding and global competitiveness could be adversely affected.
Stricter regulations have also been imposed on the H-1B visa program—a category of particular significance to Indian IT professionals. Substantial fee hikes (such as the proposed increase up to $100,000)
As a result of these changes, hiring foreign talent has become both more expensive and more difficult for companies.
Although there has also been a decline in illegal immigration, reports suggest that a significant portion of this trend was already underway. Consequently, the impact of current policies appears less pronounced in this area compared to their effect on legal immigration.
This entire situation has ignited a new debate regarding U.S. immigration policy: Is it justifiable to restrict legal pathways in an effort to curb illegal immigration?
Experts believe that if this trend persists, it could have a long-term negative impact on American innovation, research, and the economy.
