New Delhi: In response to an unstarred question in the Lok Sabha by MP Md Abu Taher Khan, the Ministry of Civil Aviation provided detailed information regarding IndiGo flight cancellations and passenger compensation over the past three years.

Minister of State for Civil Aviation Shri Murlidhar Mohol informed the House that between 2023 and 2025, IndiGo cancelled a total of 24,083 flights. During this period, the airline paid ₹2,274.61 lakh (approximately ₹22.74 crore) as compensation to affected passengers.

The compensation covered cases where passengers were impacted by cancellations, in line with regulatory requirements governing airline operations in India.

Compliance with Civil Aviation Requirements (CAR)

The Ministry also addressed whether IndiGo complied with the Civil Aviation Requirements (CAR) related to passenger compensation. These rules, issued by the Directorate General of Civil Aviation (DGCA), mandate airlines to provide refunds, alternate travel arrangements, meals, and monetary compensation in cases of flight cancellations or major disruptions.

The government noted that in December 2025, IndiGo faced significant operational disruptions that led to large-scale cancellations and delays. Following this, the airline was directed to take corrective steps to stabilize operations, reduce passenger inconvenience, and assist stranded travelers at airports in accordance with CAR guidelines.

IndiGo was specifically instructed to ensure that refunds and compensation were processed strictly as per DGCA norms. These payments were to be made either in cash, via bank transfer, or in the form of travel vouchers—subject to the passenger’s consent. The airline has informed authorities that all refunds related to flight cancellations during the disruption period have been processed and credited back to the original mode of payment.

Monitoring and Enforcement Mechanisms

Addressing concerns about oversight, the Ministry stated that regular monitoring, inspections, and audits are conducted to ensure airline compliance with compensation and facilitation norms. Airlines are required to strictly follow regulations concerning refunds and passenger care.

In cases of non-compliance, enforcement action—including penalties—is taken by the authorities. The government also highlighted the role of the AirSewa grievance redressal platform, which allows passengers to file complaints and seek resolution.

Strengthened monitoring systems have been put in place to prevent arbitrary cancellations and to safeguard passenger interests, especially during peak travel seasons when disruptions can significantly affect large numbers of travelers.

Overall, the government emphasized its commitment to protecting air passenger rights and ensuring accountability within the aviation sector.
