Anti-Paper Leak Bill: After 12 Hours Of Debate, Bill Passed In Lok Sabha By Voice Vote
At last, after 12 hours of intense debate, with more than 60 members participating, the Lok Sabha today passed the Anti-Paper Leak Bill with tougher jail terms, higher fines, faster investigation and special courts.Both the Prime Minister and Home Minister were not present during the debate, and leader of the opposition Rahul Gandhi was on the offensive when he directly accused Amit Shah of authorising police action on students.
New Delhi: The Public Examinations (prevention of Unfair means) Amendment Bill, 2026 has been passed in the Lok Sabha through a voice vote, aiming to crack down more strictly on paper leaks and organised examination fraud. The Law provides tougher jail terms, higher fines, faster investigations and special courts for examination fraud cases.
The Bill was approved amid protests and sloganeering by Opposition members during the Monsoon session. Union Minister
Jitendra Singh introduced the bill on 27th, after the copies of the bill were circulated to members of Parliament on July 25.
Replying to the debate in the house, Jitendra Singh said the amendments reflected the government's commitment to making public examinations more transparent, credible and secure.
The Union Minister said that the Central government had acted swiftly in the NEET paper leak case and was drawing on the experience of implementing the law since it came into force in 2024 to strengthen the legal framework.
Citing official data, the Minister said 52 FIRs have been registered under the anti-paper leak law since 2024. He also claimed that suicides linked to paper leak incidents had declined in recent years, describing it as an encouraging sign of the law's impact.
Before the Miniter's reply, leader of the opposition Lok Sabha Rahul Gandhi made a fierce speech for an hour targeting the BJP, and RSS was the "real enemy" ad it had captured the "soul of the education system" and wanted people to become " Andhbhakts" (blind followers).
House witnessed noicy scenes from both opposition and treasury benches accusing each other. When Rahul Gandhi accused Home Minister Amit Shah of authorising police action against students protesting at Delhi's Jantar Mantar, it triggered sharp protests from the BJP and NDA and demanded that Rahul Gandhi apologise. The House was adjourned twice before normalcy was restored.
