Census 2027 preparations begin across India; States directed to appoint Census staff

Preparations for the 2027 Census in India have begun. The Registrar General of India has instructed all states and union territories to complete the appointment of census personnel by January 15, 2026.

New Delhi: The Registrar General of India (RGI) has instructed all states and Union Territories to complete the appointment of census enumerators and supervisors by January 15, 2026. These personnel will be responsible for collecting data during the census. The circular states that the data collection work will be carried out by enumerators and supervisors.

According to the circular, each enumerator will be assigned the task of enumerating a population of approximately 700-800 people. One supervisor will be appointed for every six enumerators. An additional 10 percent of enumerators and supervisors will be appointed as reserves for emergency situations.

Who will be enumerators and supervisors?

According to the Census Rules, 1990, teachers, clerks, or officers of the state government and local administration can be appointed as enumerators. Supervisors will generally be officers of a higher rank than the enumerators.

Census officers will also be appointed at the state level. In districts, the District Magistrate or Collector will be the Chief Census Officer, while at the divisional level, the Divisional Commissioner will act as the Divisional Census Officer. In municipal corporations, the Municipal Commissioner or head of the local body will be the Additional Chief Census Officer.

Census will be conducted in two phases

The 2027 census will be conducted in two phases. The first phase will be house listing and housing enumeration, which will take place between April and September 2026. The second phase will be the population enumeration, which will be conducted in February 2027. The reference date for the population enumeration has been set as March 1, 2027, at 00:00 hours.

Due to snowfall in the Union Territories of Ladakh, Jammu and Kashmir, and the states of Himachal Pradesh and Uttarakhand, the census work in these regions will be conducted in September 2026. The reference date for these areas has been set as October 1, 2026, at 00:00 hours.

Census Management and Monitoring System (CMMS)

For monitoring the census, the Registrar General has created a web portal called CMMS. This portal will be used for the appointment of enumerators and supervisors, monitoring the progress of field work, and real-time data monitoring. 3.4 million field workers to be deployed.

Approximately 3.4 million field workers will be deployed across the country for the census scheduled for 2027. These will include enumerators, supervisors, and other officials who will be responsible for data collection and monitoring at every stage of the census.
