New Delhi: Chief Minister Rekha Gupta on Sunday announced the creation of a digital database of farmland and a state farmer registry for Delhi. The initiative aims to maintain accurate land records, prevent fake claims, and eliminate discrepancies such as forged documents and incorrect land measurements.

Enhancing Transparency in Agricultural Schemes

Officials said the digital registry is designed to improve transparency in crop insurance, compensation, minimum support price (MSP), and subsidy schemes. Under the Centre’s Special Assistance to the States for Capital Investment (SASCI) scheme, farmers will receive a digital identity, and all agricultural land in Delhi will be geo-mapped, linking each plot to satellite imagery and photographs.

“This system will ensure farmers’ proper identification, secure their rights, and make the entire process transparent,” CM Gupta said.

MoU with Central Government and Funding

The Delhi government recently approved the signing of a Memorandum of Understanding (MoU) with the Central government to implement the project.

Financial assistance from the Centre will be provided based on the achievement of predefined targets rather than as a one-time grant. The Union government has allocated Rs 5,000 crore under SASCI for state-level projects nationwide, with Delhi now set to receive its share.

Digital Crop Survey to Replace Manual Inspection

For the first time in Delhi, manual crop inspections, or girdawari, will be replaced with a digital crop survey. Each field’s geo-location will be recorded with a precision of 20 meters, and photographs of crops will be linked with satellite maps. Officials said this will create an authentic, verifiable, and transparent record of every agricultural plot.

Implementation and Monitoring

The revenue department, as the custodian of land records, has been tasked with executing the project. Additionally, a special project monitoring unit will be established to ensure timely completion and fast-track the preparation of digital records, allowing the state to receive funds from the Centre without delays.

With this digital initiative, Delhi aims to modernize its agricultural data management, ensuring efficiency, accountability, and support for the city’s farming community.
