New Delhi:  The Election Commission of India (ECI) has told the Supreme Court that decisions concerning the Special Intensive Revision (SIR) of electoral rolls were taken unanimously, rejecting allegations that Chief Election Commissioner Gyanesh Kumar acted without the approval of the other two members of the poll panel.

In a counter-affidavit, the Commission also denied claims that it had amended Form 6, the statutory application used to register new voters. The submissions come amid a legal challenge questioning the Commission’s decision-making process and the conduct of the SIR exercise.

ECI Defends Unanimous Decision-Making

The poll body stated that its orders dated June 24, 2025, October 27, 2025, and May 14, 2026, relating to the electoral roll revision, received unanimous approval from the Chief Election Commissioner and the two Election Commissioners.

The Commission also outlined its internal procedure, explaining that files are generally circulated among the two Election Commissioners before being placed before the CEC. Approvals in urgent cases may be obtained electronically and subsequently recorded in official files.

The ECI challenged the petition’s reliance on media reports, arguing that newspaper accounts alone cannot establish the facts alleged in court.

Form 6 and SIR Declaration Are Separate

Addressing concerns over voter registration, the Commission maintained that Form 6 had not been modified through its SIR orders. It said the authority to amend the prescribed statutory form rests with the Central Government.

According to the reports, the additional declaration introduced for the SIR process is a separate document. It enables applicants to provide details linking themselves, their parents or grandparents to earlier electoral rolls.

The Commission said this mapping mechanism could help eligible applicants avoid submitting additional supporting documents during the claims and objections stage, where the required details can be verified.

Online Application Process Clarified

The ECI acknowledged that the online presentation of Form 6 alongside the additional declaration could create the impression that the statutory form had been amended. It said the online process would be separated into two components to reflect the distinction already followed for physical applications.

The Supreme Court proceedings place the Commission’s decision-making procedures and voter registration safeguards under scrutiny.
