Srinagar: The Health Department of Jammu and Kashmir has constituted a seven-member expert committee to investigate the reported deaths of two patients at a private hospital in Srinagar, putting the hospital’s treatment procedures, emergency response system and critical care facilities under scrutiny.
The expert committee will look into the circumstances surrounding the cases at Moj Gobur (Medlyn) Hospital in Chanapora. The panel has been directed to examine whether any medical negligence, delay in treatment, violation of standard healthcare protocols or lack of emergency facilities contributed to the patients’ condition.
The Chief Medical Officer (CMO) of Srinagar ordered the inquiry following growing concerns over patient safety standards at private healthcare facilities and the implementation of mandatory medical guidelines. The committee will conduct a detailed review of clinical records, treatment procedures and hospital infrastructure before submitting its final findings.
The inquiry panel is headed by District Health Officer Srinagar Dr Rubina Maqbool and has been assigned the task of conducting a comprehensive medical and administrative investigation into the cases. The committee will examine complete patient records, including admission documents, medical history, treatment notes, operative details, laboratory reports and other clinical documents to reconstruct the sequence of events.
The panel will also review the role of doctors and medical staff involved in the treatment process and examine whether standard medical procedures, post-operative monitoring guidelines and emergency management protocols were followed. A major focus of the investigation will be to determine whether there was any delay in diagnosis, treatment intervention, patient monitoring or shifting of patients to another healthcare facility.
The seven-member committee includes experts from different medical fields to ensure a detailed and technical evaluation of the cases. The panel consists of a gynaecologist, surgeon and anaesthetist from Gousia Hospital, Srinagar, along with officials from the Clinical Establishment Section, the CMO’s office and the Pre-Conception and Pre-Natal Diagnostic Techniques (PC&PNDT) Wing.
The inclusion of specialists from various departments will help examine clinical decisions, surgical procedures, emergency preparedness and compliance with healthcare regulations. Officials said the management of Moj Gobur (Madelyn) Hospital has been cooperating with the inquiry committee during the investigation.
Apart from treatment-related aspects, the committee will also assess the availability and functioning of critical healthcare infrastructure at Moj Gobur (Medlyn) Hospital. The panel has been asked to examine whether ICU facilities, emergency response systems, medical equipment and other essential support services were available and operational at the time of the incidents.
The investigation will determine whether the hospital met prescribed healthcare standards and whether there were any shortcomings in emergency preparedness, patient care management or post-operative supervision. It will also assess whether any omission, procedural lapse or violation of medical norms affected the outcome of the cases.
Officials have pointed out a discrepancy regarding the number of deaths mentioned in the case. While the inquiry order issued by the CMO refers to two patient deaths and directs the committee to investigate both cases, officials said that available information suggests only one patient has died, while the second patient is alive and currently in serious condition. The details regarding the second patient’s medical condition and reason for admission have not been fully disclosed so far. Authorities are expected to clarify the matter after the inquiry committee completes its assessment.
According to preliminary information, one of the patients had been admitted to Moj Gobur (Medlyn) Hospital for a hysteroscopy procedure and was later shifted to Shri Maharaja Hari Singh (SMHS) Hospital in Srinagar, where the patient died.
The inquiry committee will examine the complete medical timeline, including the procedure performed, complications reported, post-operative care provided and emergency response after the patient’s condition deteriorated.
The case has gained significance as another recent incident involving the death of a woman after a hysteroscopy procedure at a private IVF centre in Srinagar is also under investigation.
The CMO has directed the committee to submit its detailed report along with findings and recommendations within five days from the issuance of the inquiry order. If the investigation establishes any medical negligence, procedural violation or failure to follow prescribed healthcare standards, the committee will recommend appropriate action against those found responsible under applicable rules.
The panel has also been asked to suggest corrective measures to prevent similar incidents in the future. The inquiry is expected to have wider implications for private hospitals and healthcare facilities across Jammu and Kashmir, with focus likely to remain on hospital licensing standards, ICU availability, emergency preparedness and enforcement of patient safety regulations.
