Former Justice Prakash Prabhakar Naolekar
New Delhi: The Central Government has constituted a high-level committee to analyze patterns of infiltration and unnatural demographic changes. Union Home Minister Amit Shah announced that this high-level committee has been formed under the chairmanship of former Justice Prakash Prabhakar Naolekar.
Who is Justice Prakash Prabhakar Naolekar?
Justice Prakash Prabhakar Naolekar is a former Judge of the Supreme Court of India and a former Lokayukta of Madhya Pradesh. Born on June 29, 1943, in Jabalpur, Madhya Pradesh, Prakash Prabhakar Naolekar hails from a distinguished family of lawyers. He obtained his B.Com degree from Jabalpur University in 1963 and his LLB degree in 1965.
He began his legal practice under the guidance of Justice AP Sen and Justice JS Verma. As a lawyer, he maintained an extensive practice covering civil, criminal, constitutional, labor, and service-related matters. He also served as the Vice President of the Madhya Pradesh High Court Bar Association.
Judicial Career
On June 15, 1992, he was appointed as a Permanent Judge of the Madhya Pradesh High Court. Subsequently, in 1994, he was transferred to the Rajasthan High Court. On June 10, 2002, he took the oath as the Chief Justice of the Gauhati High Court.
On July 28, 2004, he was elevated to the position of a Judge of the Supreme Court of India, from where he retired on June 29, 2008.
After retiring from the Supreme Court, in 2009, he was appointed as the Lokayukta of Madhya Pradesh. He served in this capacity as the anti-corruption ombudsman until 2016. Apart from his judicial duties, Justice Naolekar has a deep interest in classical music and sports, and he has also been associated with various social and educational institutions.

In addition to the Chairperson, Justice Prakash Prabhakar Naolekar, this committee will comprise Durga Shankar Mishra (Retd. IAS), Balaji Srivastava (Retd. IPS), and Dr. Shamika Ravi as members. The Joint Secretary, Ministry of Home Affairs, will serve as the Member Secretary of this committee.
Who is Durga Shankar Mishra?
Durga Shankar Mishra is a retired IAS officer of the 1984 batch from the Uttar Pradesh cadre. He served as the Chief Secretary to the Government of Uttar Pradesh in Lucknow from January 1 to June 30, 2024. Throughout his career, he held various positions such as Secretary, Additional Secretary, Joint Secretary, Principal Secretary, Chief Vigilance Officer, and District Collector. He received numerous accolades, including a Certificate of Excellence and the Best Probationer Award.
Who is Balaji Srivastava?
Balaji Srivastava is a retired IPS officer of the 1988 batch from the Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre. Over his 38 years of service, he received several honors, including the President's Police Medal for Distinguished Service (2012) and the Police Medal for Meritorious Service (2005).
Who is Dr. Shamika Ravi?
Dr. Shamika Ravi currently serves as a Member of the Economic Advisory Council to the Prime Minister and holds the rank of Secretary to the Government of India. Previously, Dr Ravi served as the Research Director at Brookings India, Vice President of Economic Policy at the Observer Research Foundation, and a Non-Resident Senior Fellow in the Governance Studies Program at the Brookings Institution.
In addition to these members, the Joint Secretary, Ministry of Home Affairs, will serve as a member of this committee.
