Supreme Court calls homemakers ‘nation builders’ (Img Internet)
New Delhi: In a significant judgment delivered on Thursday, the Supreme Court of India acknowledged homemakers as “nation builders,” highlighting the economic and social value of unpaid domestic work. The bench comprising Justices Sanjay Karol and N Kotiswar Singh observed that household contributions go far beyond routine chores and play a vital role in shaping families and society.
The court emphasised that the absence of a formal salary does not diminish the economic worth of domestic labour. It stated that homemakers actively contribute to the development of individuals and, by extension, the nation.
While hearing a motor accident compensation case, the apex court introduced a key reform by fixing a minimum notional monthly income of ₹30,000 for assessing the loss of domestic care services.
The bench ruled that “loss of domestic care” should be treated as a separate and distinct head of compensation in such claims. It added that this benchmark is meant to ensure fair valuation of homemakers’ contributions in legal proceedings involving accidental death claims.
Justice Sanjay Karol noted that homemakers play an essential role in nurturing families and building human capital. The court underlined that their contribution must be quantified in monetary terms when calculating compensation, reinforcing the principle of “just compensation.”
The ruling draws from earlier decisions, including Kirti vs Oriental Insurance Co. Ltd. (2021) and Arun Kumar Agrawal vs National Insurance Co. Ltd. (2010), which also recognised the economic value of unpaid domestic work.
The judgment arose from a long-pending appeal related to a motor accident case from Punjab. The court expressed concern over delays in compensation matters and stated that such cases should ideally be resolved within one year. It also urged High Courts to monitor timely disposal of motor accident claims.
