Tellis helped negotiate the Bush administration's civil nuclear agreement with India, which was considered a milestone in strengthening relations between the world's two largest democracies. In an essay published in Foreign Affairs, Tellis stated that India often pursues policies contrary to those of the United States. Citing its relations with Russia and Iran, Tellis expressed doubt that India would be able to counter China's power in the near future.

10 years in prison and a $250,000 fine
On Saturday, October 11, a search of Ashley Tellis's home in Vienna, Virginia, revealed over a thousand pages of classified documents marked "Top Secret" and "Secret." He was subsequently arrested. The FBI affidavit alleges that Tellis knowingly possessed classified defense information in violation of federal law. If convicted, Tellis could face up to 10 years in prison and a $250,000 fine.

According to the FBI affidavit, Tellis was seen entering Defense and State Department buildings in September and October of this year. He was seen removing and printing classified military documents. He was seen leaving with a leather handkerchief.
