Raipur: Chief Minister Vishnudev Sai chaired the Collectors' Conference 2025 held at Mahanadi Bhawan on Sunday. He delivered a message of setting new standards for good governance, transparency, and public welfare. The meeting began ahead of schedule, indicating the Chief Minister's disciplined and results-oriented working style.

Chief Secretary Vikas Sheel, all departmental secretaries, divisional commissioners, and district collectors were present.

Chief Minister Clear Message

The Chief Minister made it clear at the outset that "the ultimate goal of governance is to ensure that the benefits of policies reach the public in a timely and transparent manner." He warned, "Negligence at any level will not be tolerated."

CM Sai stated that this conference is not merely a review, but an opportunity to set new standards of public service. Officials will distinguish themselves through their presence and sensitivity among the public.

The Chief Minister announced that paddy procurement will begin on November 15th and there should be no shortcomings in its preparations. He clarified, "If any irregularities are found at any center, the collectors themselves will be held responsible."

The CM said that every procurement center should be monitored, especially in border districts, to prevent the entry of illegal paddy. District in-charge secretaries have been instructed to conduct intensive inspections.

AI Surveillance and 100% Registration Ordered

Real-time monitoring will be done through the Integrated Command and Control Center to monitor paddy procurement. Instructions were given to organize special camps for 100% farmer registration in tribal areas.

  • PM Kisan Samman Nidhi: Not a single eligible farmer should be left out.
  • PM Suryaghar Free Electricity Scheme: Bank finance should be ensured in rural areas.
  • Health: 100% institutional delivery and vaccination verification are mandatory.
  • Maternal mortality audits, activation of NRC centers, and awareness campaigns on NCDs have been made mandatory.

Eliminating Malaria in Bastar is State Priority

Chief Minister Sai stated that there should be no laxity in the Bastar malaria eradication campaign. Hotspot areas should be identified and intensive campaigns should be launched.

Revolution in Education: Aim for zero dropout and 100% GER

The CM said that students' Aadhaar-linked APAR IDs should be ready by December 31st. Ensure that teaching materials are used in the classroom, not just kept on shelves.

He praised Bijapur district, where teaching in the Gondi language improved attendance and results. He urged all districts to adopt such innovations to connect with the local language and culture.

Chief Minister's Education Quality Mission

The Chief Minister announced that the state government will soon launch the "Chief Minister's Education Quality Mission," which will implement a social audit and grading system for schools.

"The best-performing districts will be replicated as models across the state," the Chief Minister said.
