Experts say that while travel to hill stations is natural in such circumstances, caution is necessary due to the changing weather.

Trains to Manali, Mussoorie, Nainital, and Shimla are currently heavily crowded. Many trains are suspended, and seat availability on those that are running is extremely low. For example, all trains departing from Chandigarh for Manali have long waiting lists. Similarly, seats are scarce at Dehradun station for Mussoorie and Kathgodam station for Nainital. Only 4-5 trains are offering seats to Shimla. However, bus seats are still available, but advance booking is necessary.
Bus fares from Delhi to hill stations vary depending on the location and service. The minimum fare for Manali is Rs 399 and the maximum is Rs 2,499. Fares for Mussoorie range from Rs 399 to Rs 4,950. Bus fares to Nainital are Rs 523 and Rs 2,000, while fares to Shimla range from Rs 472 to Rs 5,076.
